Government proposals for sums needed from the Consolidated Fund of India are placed before the Lok Sabha as Demands for Grants.भारत की संचित निधि से आवश्यक राशियों के लिए सरकार के प्रस्ताव अनुदान की माँगों के रूप में लोक सभा के समक्ष रखे जाते हैं।

Demands are always for gross expenditure. Credits or recoveries are shown as footnotes to the demands, not deducted from them.माँगें सदैव सकल व्यय के लिए होती हैं। जमा या वसूलियाँ माँगों में से घटाई नहीं जातीं, बल्कि पाद-टिप्पणी के रूप में दिखाई जाती हैं।

Following the Railway Convention Committee 1971, a Task Force was set up in July 1973 to look at budgetary, accounting and management practices. The restructured Demands for Grants came into effect from 1 April 1979.रेलवे कन्वेंशन समिति 1971 के बाद, बजटीय, लेखांकन और प्रबंधन प्रथाओं की जाँच के लिए जुलाई 1973 में एक टास्क फोर्स बनाई गई। पुनर्गठित अनुदान माँगें 1 अप्रैल 1979 से लागू हुईं।

In the restructured demands, expenses are grouped by activity. Demands 1, 2 and 3 are general on-cost — Demands 1 and 2 cover all railways, and Demand 3 covers individual railway administrations.पुनर्गठित माँगों में व्यय गतिविधि के अनुसार समूहित हैं। माँग 1, 2 और 3 सामान्य ऊपरी लागत हैं — माँग 1 और 2 सभी रेलवे को कवर करती हैं, और माँग 3 अलग-अलग रेलवे प्रशासनों को।

Each demand has a two-way classification — by activity and by primary unit. Activity tells you WHY an expense was incurred; the primary unit tells you WHAT the expense is, such as labour or material.प्रत्येक माँग का दोहरा वर्गीकरण होता है — गतिविधि के अनुसार और प्राथमिक इकाई के अनुसार। गतिविधि बताती है कि व्यय क्यों हुआ; प्राथमिक इकाई बताती है कि व्यय क्या है, जैसे श्रम या सामग्री।
