Paras 361 to 364 — DISTRIBUTION OF FUNDS BY THE RAILWAY BOARDपैरा 361 से 364 — रेलवे बोर्ड द्वारा धन का वितरण

• Para 361 The Board distributes the voted grants and the charged appropriations among the railway administrations as soon as possible.

• The sums distributed are called "ALLOTMENTS"
• The orders making them are called "BUDGET ORDERS"
• Allotments from voted funds are shown as "VOTED", and those fixed by the President as "CHARGED"

• Para 362Budget Orders come with the final "Demands for Grants" and "Works, Machinery and Rolling Stock Programmes". The allotment covers ALL charges to be paid in the year, including LIABILITIES FOR PAST YEARS, and is operative until the year closes. Under the 'DOCTRINE OF LAPSE', any unspent balance LAPSES and is NOT AVAILABLE next year.
• Para 363If Budget Orders have not arrived when the year begins, administrations may spend on WORKS ALREADY IN PROGRESS, charged against the eventual allotment.
• Para 364Where the Budget Orders reduce the estimates, prompt measures must LIMIT EXPENDITURE to the amounts allotted. So an unspent allotment dies on 31 March, and you cannot carry it into the next year.

• पैरा 362बजट आदेशों के साथ अंतिम "अनुदान माँगें" और "निर्माण, मशीनरी एवं रोलिंग स्टॉक कार्यक्रम" आते हैं। आवंटन वर्ष में चुकाए जाने वाले सभी प्रभार, पिछले वर्षों के दायित्वों सहित, समेटता है, और वर्ष समाप्त होने तक प्रभावी रहता है। 'व्यपगत सिद्धांत' के अधीन कोई अव्ययित शेष व्यपगत होता है और अगले वर्ष उपलब्ध नहीं रहता।
• पैरा 363यदि वर्ष आरंभ होने तक बजट आदेश न आएँ, तो प्रशासन पहले से चल रहे कार्यों पर व्यय कर सकते हैं, जो अंततः होने वाले आवंटन पर भारित होगा।
• पैरा 364जहाँ बजट आदेश अनुमान घटाएँ, वहाँ तत्काल उपायों से व्यय आवंटित राशि तक सीमित करना होगा। अर्थात् अव्ययित आवंटन 31 मार्च को समाप्त हो जाता है, और आप उसे अगले वर्ष नहीं ले जा सकते।

Paras 365 to 368 — DISTRIBUTION OF FUNDS BY GENERAL MANAGERS TO LOWER AUTHORITIESपैरा 365 से 368 — महाप्रबंधकों द्वारा निचले प्राधिकारियों को धन का वितरण

• Para 365 The General Manager distributes his funds to subordinate authorities as he thinks best, within his total grant. He may keep a sum UNALLOTTED as a RESERVE for emergencies, and vary the distribution during the year.

• Para 366For works, his allotment follows the Board's Works, Machinery and Rolling Stock Programmes.
  • (i) A SPECIFIC SUM for each item of rolling stock and each work costing OVER ONE LAKH OF RUPEES
  • (ii) A LUMP SUM for all works below the minimum he prescribes
  • (iii) He specifies how far lower authorities may REAPPROPRIATE between individual works
  • (iv) Anything beyond that, or to and from the lump sum, needs HIS PRIOR SANCTION
• Para 367NO EXPENDITURE may be incurred WITHOUT AN ALLOTMENT of funds. The authority must report at once any likely lapse or excess, and spending in anticipation must be followed by a formal allotment.
• Para 368Expenditure on each work is LIMITED TO ITS ALLOTMENT. Additional funds are sought from the next higher authority, explaining why the need was not foreseen and cannot wait. A copy of every allotment or reappropriation order goes to the Accounts Officer. So you cannot spend a rupee on a work until money has been allotted to it.

• पैरा 365 महाप्रबंधक अपना धन अधीनस्थ प्राधिकारियों को, अपने कुल अनुदान के भीतर, जैसा उचित समझे बाँटता है। वह आपात स्थितियों के लिए एक राशि अनावंटित आरक्षित रख सकता है, और वर्ष में वितरण बदल सकता है।

• पैरा 366कार्यों के लिए उसका आवंटन बोर्ड के निर्माण, मशीनरी एवं रोलिंग स्टॉक कार्यक्रमों के अनुसार होता है।
  • (i) रोलिंग स्टॉक की हर मद और एक लाख रुपये से अधिक के हर कार्य के लिए एक निश्चित राशि
  • (ii) उसके द्वारा तय न्यूनतम से कम के सभी कार्यों के लिए एकमुश्त राशि
  • (iii) वह बताता है कि निचले प्राधिकारी अलग-अलग कार्यों के बीच कितना पुनर्विनियोग कर सकते हैं
  • (iv) उससे अधिक, या एकमुश्त राशि में से या उसमें, के लिए उसकी पूर्व स्वीकृति चाहिए
• पैरा 367धन के आवंटन के बिना कोई व्यय नहीं किया जा सकता। प्राधिकारी को संभावित व्यपगत या आधिक्य तुरंत बताना है, और प्रत्याशा में व्यय के बाद औपचारिक आवंटन होना चाहिए।
• पैरा 368हर कार्य पर व्यय उसके आवंटन तक सीमित है। अतिरिक्त धन अगले उच्च प्राधिकारी से माँगा जाता है, यह बताते हुए कि आवश्यकता पहले क्यों नहीं दिखी और क्यों रुक नहीं सकती। हर आवंटन या पुनर्विनियोग आदेश की प्रति लेखा अधिकारी को जाती है। अर्थात् जब तक किसी कार्य को धन आवंटित न हो, आप उस पर एक रुपया भी खर्च नहीं कर सकते।
