The same financial year is estimated THREE TIMES, and the reason is simply distance. The Budget Estimate is framed about seven months before the year even begins; the Revised Estimate is framed once the year is running and much more is known; the Final Modification corrects what is still wrong near the close.एक ही वित्तीय वर्ष का प्राक्कलन तीन बार होता है, और कारण केवल दूरी है। बजट प्राक्कलन वर्ष आरंभ होने से लगभग सात माह पहले बनता है; संशोधित प्राक्कलन तब बनता है जब वर्ष चल रहा हो और बहुत कुछ ज्ञात हो; अंतिम संशोधन समाप्ति के निकट शेष त्रुटियाँ ठीक करता है।

SEPTEMBER does two jobs at once, which is what makes the calendar confusing. In the same month the office frames the Budget Estimate for NEXT year and the Revised Estimate for THIS year.सितंबर एक साथ दो काम करता है, और यही कैलेंडर को भ्रमित करता है। उसी माह में कार्यालय अगले वर्ष का बजट प्राक्कलन और इसी वर्ष का संशोधित प्राक्कलन दोनों बनाता है।

The Revised Estimate is not a re-forecast from nothing. It takes the actual expenditure of the months already gone and adds a considered estimate for the months that remain.संशोधित प्राक्कलन शून्य से किया गया पुनः पूर्वानुमान नहीं है। यह बीत चुके माहों का वास्तविक व्यय लेकर शेष माहों का विचारपूर्वक प्राक्कलन जोड़ता है।

The FINAL MODIFICATION in January is the last opportunity to surrender a saving or ask for more. After it, an excess over the grant becomes an excess to be explained to the Public Accounts Committee.जनवरी का अंतिम संशोधन बचत समर्पित करने या अधिक माँगने का अंतिम अवसर है। उसके बाद अनुदान से अधिक व्यय वह अधिकता बन जाती है जिसे लोक लेखा समिति को समझाना पड़ता है।

TRANSFER TRANSACTIONS in April and May belong to the year just ENDED, not the one beginning. The books stay open briefly so that adjustments between railways and departments can be completed before the accounts are closed.अप्रैल और मई के अंतरण लेन-देन अभी समाप्त हुए वर्ष के हैं, आरंभ हो रहे वर्ष के नहीं। लेखे बंद होने से पहले रेलवे और विभागों के बीच समायोजन पूरे हो सकें, इसलिए बहियाँ थोड़े समय खुली रहती हैं।
