• Para 310Estimates must be AS ACCURATE AS POSSIBLE, resting on adequate and reliable data and on past experience.
• Para 311No stereotyped method helps unless the data is chosen with care, so collecting the data is LEFT TO THE GENERAL MANAGERS.
• Para 312The estimates are framed separately for gross receipts, working expenses, worked lines, railway funds, General Revenues, works and civil estimates. The departmental notes sum it up in one line: whoever will spend the money frames the budget. So if you are asked who is responsible for framing an estimate, the answer is the authority that will spend or earn it.

• पैरा 312अनुमान सकल प्राप्तियों, संचालन व्यय, संचालित लाइनों, रेल निधियों, सामान्य राजस्व, निर्माण और सिविल अनुमानों के लिए अलग बनते हैं। विभागीय नोट्स इसे एक पंक्ति में कहते हैं: जो खर्च करेगा, वही बजट बनाएगा। अर्थात् यदि पूछा जाए कि अनुमान बनाने का उत्तरदायी कौन है, तो उत्तर वह प्राधिकारी है जो उसे खर्च करेगा या कमाएगा।

HOW THE ESTIMATES ARE WORKED OUTअनुमान कैसे निकाले जाते हैं

THE COMBINED BOOKसंयुक्त पुस्तक

The Combined Book describes the working behind the revised and budget estimates.

• ACTUAL expenditure of the PREVIOUS YEAR under each Demand
• ACTUAL expenditure for the FIRST SEVEN MONTHS of the previous year
• ACTUALS for the FIRST SIX MONTHS of the current year, and an APPROXIMATE figure for the SEVENTH

The requirement for the remaining FIVE MONTHS then gives the REVISED ESTIMATE for the current year. That becomes the BUDGET ESTIMATE for the next year, after allowing for its known special features. The book has the estimates reaching the Board in NOVEMBER, and the budget presented to Parliament in FEBRUARY. So seven months are known and five are estimated, and you should remember both numbers together.संयुक्त पुस्तक संशोधित और बजट अनुमानों के पीछे की गणना बताती है।

शेष पाँच महीनों की आवश्यकता से चालू वर्ष का संशोधित अनुमान निकलता है। वही अगले वर्ष की ज्ञात विशेषताओं को ध्यान में रखकर अगले वर्ष का बजट अनुमान बनता है। पुस्तक के अनुसार अनुमान नवंबर में बोर्ड पहुँचते हैं, और बजट फरवरी में संसद में प्रस्तुत होता है। अर्थात् सात महीने ज्ञात और पाँच अनुमानित होते हैं, और आप दोनों संख्याएँ साथ याद रखिए।
