THE RAILWAY SERVANTS (PASS) RULES, 1986रेल सेवक (पास) नियम, 1986

The President made these rules under the proviso to Article 309 of the Constitution. One copy prints it as Article 209. They came into force in August 1986, and the edition in use is the 1993 edition. They apply to all railway servants under the Ministry of Railways (Railway Board), except:

• Apprentices engaged under the Apprentices Act
• Persons in casual employment or on daily wages
• Anyone excluded from passes and PTOs by a special or general order

The Combined Book lists only the last two. The Pass Rule notes add a Board letter of 12.12.1989: casual labour is not treated as railway employees and gets no passes. WHO ELSE MAY GET FREE PASSESऔर किसे निःशुल्क पास मिल सकते हैं

Subject to the Pass Manual, the Combined Book grants free passes to twelve categories.

• RAILWAY PEOPLEWhole-time employees in service or retired, special class and other apprentices, and whole-time staff of railway schools and railway institutes.
• STAFF WHO WORK ALONGSIDE THE RAILWAYSRPF and GRP staff, staff under the Chief Auditor (CAP office), Posts and Telegraphs (RMS) staff, and railway magistrates in drives against ticketless travel. Officers and staff of other departments on deputation to the Railways are included too.
• OTHERSOffice bearers of recognised unions and delegates on union business, and legal advisers, advocates and contractors as their agreements provide. In special cases, members of the public such as MPs, MLAs and members of railway users' consultative committees. If you are asked whether GRP staff can get passes, this list says yes.

PAY, SET, HALF SET AND YEARवेतन, सेट, अर्ध सेट और वर्ष

• PAY: basic pay in your level of the pay matrix, or any other pay the President classifies as pay
• PAY OF RUNNING STAFF: basic pay plus 30 per cent of it
• SET: one pass or PTO for the outward and return journeys
• HALF SET: a pass or PTO from one station to another
• YEAR: a calendar year

The Combined Book says salary means basic pay, and that 30 per cent of running allowance is added to pay for a first class pass.

WHO ISSUES AND SIGNS A PASS OR PTOपास या पीटीओ कौन जारी करता है और उस पर हस्ताक्षर करता है

You do not choose who issues your pass. A pass or PTO is issued and signed by the officer or authority the Central Government (Ministry of Railways) specifies. Until they are specified, the orders in force when the Rules began apply.

• Pass Rule notes: since a Board letter of 30.06.1999, senior subordinates in grade Rs 5000-8000 and above may issue post-retirement complimentary passes
• PassRules summary: power to issue passes and PTOs lies with staff in the Rs 5000-8000 or Rs 5500-9000 scale

• OLDER LISTSThe Establishment Rules guide and the Pass Rule notes give six: the same list without the widow pass. The text of the 1986 Rules adds a pass to licensed porters. It splits the duty pass into gold, silver, bronze and cheque passes. The PassRules summary gives nine, adding metal, suburban and settlement passes. If you are asked how many kinds there are, answer seven. The widow pass is the one the six-item lists leave out.

THE COLOUR OF PASSESपास का रंग

• Schedule II of the 1993 edition: First Class 'A' white, First Class green, Second Class pink
• SCR compilation and the Combined Book's own note: Second Class 'A' is yellow
• Combined Book list: it prints "White" beside the heading, so every colour below sits one line out of step
• PassRules summary: Group A and B light blue pattern on white, Group C green, Group D red

Read together: First Class 'A' white, First Class green, Second Class 'A' yellow, Second Class pink. If you read the Combined Book's list as printed, you will match each colour to the wrong class.

RESIDENTIAL CARD PASSआवासीय कार्ड पास

It covers your rail journey from your residence to your place of work. The class is the same as your privilege pass, and no attendant is allowed.

• Combined Book: issued under Board's letter No. E(W)92/PS/5-17/2 dated 06.07.2005, because of housing problems in metro cities
• Combined Book: transport allowance is now admissible to all who use a residential card pass (RBE No. 16/2009 dated 23.01.2009)
• Combined Book: a physically disabled employee entitled to second class may get a first class card pass on a Sr DMO's certificate
• Pass Rule notes: issued where the facility existed before 14.01.1953
• PassRules summary: for staff whose headquarters is remote and who must travel for markets and daily needs

The Combined Book names three disabilities for that first class card pass. They are both hands not working, one leg lost with an artificial leg, or both legs lost with artificial legs.यह आपके निवास से कार्यस्थल तक की रेल यात्रा के लिए है। श्रेणी वही है जो आपके सुविधा पास की है, और कोई परिचारक अनुमत नहीं।

SUBURBAN PASSउपनगरीय पास

The PassRules summary describes it for a permanent employee who travels daily from a distant residence to work. It is issued for 3 months at a time on a nominal charge, for example Rs 90 from JUC to RCF Halt.

• OLD PAY LIMITS FOR FIRST CLASS ON SUBURBAN SECTIONS (PASS RULE NOTES)
  • Groups A and B: First Class 'A'
  • Appointed before 10.11.1987: pay Rs 6700 or more, or a scale starting at Rs 6500
  • Appointed 10.11.1987 to 01.02.1999: pay Rs 7250 or more, or a scale starting at Rs 6500
  • Appointed after 01.02.1999: pay Rs 7600 or more, or a scale starting at Rs 6500
  The PassRules summary uses 01.04.1987 as the first cut-off and Rs 7200 for the middle group. These are 5th CPC pay figures. Today the SCR compilation gives residential and school card passes the same class as your privilege pass.
