WHO GETS A WIDOW PASSविधवा पास किसे मिलता है

• Widows of staff in service on 12.03.1987 who OPTED for the scheme
• Widows of staff who joined on or after 12.03.1987, who are COMPULSORILY under it
• Widows of staff in service before 12.03.1987 who did not opt: admitted on a one-time payment of Rs 250
• Widows of staff absorbed in PSUs or autonomous bodies before 12.03.1987 and drawing PRC passes: also on Rs 250
• Widows of staff who opted out of the scheme: also on Rs 250

It does not apply to staff who retired or died before 12.03.1987. Casual labour stays out until absorbed on regular posts, and keeps 6 PTOs instead of 4. The Pass Rule notes say the cut-off date was removed, and the Rs 250 is the notional value of two sets of PTOs. So if your husband served before 1987 and never opted, you can still join by paying Rs 250.

WHAT THE SCHEME COSTS WHILE YOU SERVEसेवा के दौरान योजना की कीमत

• If you are under the widow pass scheme, you get 4 SETS OF PTOs a year while in service
• If you joined before 12.03.1987 and did not opt, you keep 6 SETS
• Pass Rule notes: an employee on deputation who has not severed his lien on the Railway is also covered
• Pass Rule notes: at retirement, you get a family identity card with attested photographs of yourself, your spouse and each dependent child

The identity card lets your spouse prove identity when claiming the widow pass after your death.

HOW MANY WIDOW PASSESकितने विधवा पास

• HALF the post-retirement passes the husband was drawing at death after retirement
• For death in service: half of what he would notionally get, taking the date of death as the date of retirement
• DEATH IN SERVICE with service short of the PRC requirement: at least ONE SET EVERY ALTERNATE YEAR
• Widow of a Group D employee entitled to one PRC set: one set every alternate year
• More than one widow: the passes go by rotation in a specified year

The Pass Rule notes describe that Group D husband as entitled to one set every year; the SCR compilation prints "every alternate year". The guide gives only one pass for every two years. If you are asked the share, write half.

CLASS AND CONDITIONS OF A WIDOW PASSविधवा पास की श्रेणी और शर्तें

• CLASS: the class the husband had on retirement, or would notionally have if death is taken as retirement
• Other terms are those of privilege passes, with two differences
• Dependent relatives are not included. The deceased's dependent widow mother may still go in as the widow's family member (RBE 142/2000)
• The widow loses the facility if she becomes entitled to passes through her son's railway job, her own railway job, or remarriage
• She may still choose between the child's pass, as a dependent widowed mother, and her widow pass. That option is final

So if you are a widow and your son joins the Railways, you must pick one: his pass or your widow pass.

WIDOWS WHO JOIN THE RAILWAYSरेलवे में आने वाली विधवाएँ

• APPOINTED ON COMPASSIONATE GROUNDS: at appointment she chooses passes as a railway servant or the widow pass. The option is final
• AT RETIREMENT OR QUITTING SERVICE: she chooses the widow pass scheme or post-retirement passes in her own status. That option is final too

If you are a widow appointed on compassionate grounds, think before choosing, because you cannot switch later.

A COMPANION ON A WIDOW PASSविधवा पास पर साथी

• Only for widow pass holders ABOVE 65 YEARS
• Only on First Class or First Class 'A' widow passes, which already allow an attendant
• Only when the pass holder, and any family member above 65, travel with the companion in sleeper or second class
• If any family member below 65 is on the pass, the companion facility is not allowed

So the choice is between two ways. Carry an attendant in sleeper while travelling First or AC 2-tier yourself, or a companion in sleeper while you travel in sleeper. You make a specific request, the ages above 65 are written on the pass, and it is endorsed.

The pass facility available to the widow of a male railway employee is available to the widower of a female railway employee. All three sources say so.
