The SCR compilation lists 44 occasions for a special pass to you, your family or dependent relatives. Learn them in groups.

YOUR CASES AND HEARINGS: courts, departmental disciplinary enquiries and inspection of documents, complainant's enquiries, and personal hearing by the appellate authority
YOUR SERVICE: appearing before an RRB or selection board, first appointment, conferences and meetings, and enquiries by Commissioners of Railway Safety
LEAVING SERVICE: receiving settlement dues, and the settlement pass on retirement or death
SPECIAL SITUATIONS: medical grounds, suspension, and medically decategorised staff called to be tried for another post
ACTIVITIES: sports, Scouts and Guides, St John's Ambulance Brigade, children's camps, cultural activities, and AIRF or NFIR workers' education programmes
FAMILIES: Territorial Army personnel going to camps, and reservists
UNIONS AND BODIES: recognised union and federation office bearers, their whole-time employees, SBF committee members, quasi-railway institution staff, users' consultative committees
RETIRED STAFF: preparing their own defence, assisting another's defence or honorary public duty, and retired SG officers empanelled as D&AR inquiry officers
OTHERS: apprentices, casual labour on recruitment or discharge, people summoned by RRBs, railway accident victims and next of kin, and claimants before the RCT
STILL OTHERS: RPF dogs with handlers, bazar passes, visiting lecturers (1AC), railway magistrates, GRP, the Railway Ministers, non-railwaymen, and blood donation or eye camp doctors

The Combined Book adds that a special pass of any class may be issued to anyone the administration wishes. Passes under item 2 of Schedule VII are not valid on Rajdhani or Shatabdi (letter of 03.09.2009). The Pass Rule notes print scouting as "shooting activities", a misprint. So you will find medical grounds, sports and scouts in every list.

SPECIAL PASS ON MEDICAL GROUNDSचिकित्सा आधार पर विशेष पास

It takes you or your family from a station without the needed railway medical facility to one with a railway dispensary, hospital or sanatorium. The GM or Secretary, Railway Board may allow a higher class for the outward journey:

TB of the lungs or cancer: with one family member, dependent or companion, on the Chief Medical Director's recommendation
A sanatorium bed you arranged yourself, where the DMO certifies the Railway could not arrange one
A TB patient moving from one sanatorium to another, if the sanatorium certifies the need and the CMD accepts it

Family and dependent relative for this pass follow IRMM 2000 in the SCR compilation. The Pass Rule notes of 2000 extend them to persons eligible under the Pass Rules. PASSES ON SPORTS ACCOUNTखेल खाते पर पास

For tournaments and inter-railway athletic meets organised by the Railway Board, the Railway Sports Control Board or the administration, or recognised by a State association
The pass is of the class you are entitled to on privilege account
A team may get a higher class, not above First Class, when at least one member is ordinarily entitled to it
A railway servant travelling with the team as an official or coach may get a special pass

This is irrespective of your pay, until you become entitled to First Class in the normal way
It is personal to you, while you stay in railway service

SCOUTS AND GUIDESस्काउट और गाइड

Passes may be granted to railway servants, apprentices, trainees and their families who are:

Office bearers of the State scouting association
Enrolled as Rovers, Rangers, Cubs, Bulbuls, Scouts or Guides, going to camps, rallies or other scouting duties

When you travel with your family as a party of Scouts or Guides, the special pass is only Second Class. Scout and Guide commissioners get First Class on travelling duties.

RETIRED SCOUTERSThe GM or AGM may give first class special complimentary cheque passes, up to 3 sets a year. The CPO and the State Chief Commissioner must recommend it. The retired employee must have been an office bearer or active member for at least five years. He must be at least a President Scout or Guide, or a Himalayan Wood Badge holder. The State Chief Commissioner must certify his presence is essential.

Victims or claimants of railway accidents under Sections 124 and 124A of the Railways Act, 1989: sleeper class cheque passes from home to the hearing and back

- Choose your normal passes, or 2 sets with an escort in each, giving up the third set
GAZETTED

This needs the DMO's recommendation, and applies only where you have no family or eligible member to include. Where an escort is allowed, no attendant is given.

Tricycles or wheel chairs go free within the luggage allowance, on a DMO's or railway orthopaedic surgeon's certificate
Blind in both eyes and travelling alone on a privilege pass: one companion in the same class, on a DMO's certificate

The guide adds a benefit for orthopaedically handicapped staff with 40% or 50% permanent partial disability of the limbs. On the recommendation of a railway or Government hospital's head of orthopaedics, they get Rs 100 allowance or 5% of basic pay, and FRC (letter of 08.05.1987).

STAFF OF CO-OPERATIVE SOCIETIES, BANKS AND THE SBFसहकारी समितियों, बैंकों और एसबीएफ के कर्मचारी

If you work for a railway co-operative society, bank or the SBF, you get passes as an ex-gratia measure.

1st and 2nd year of service: no passes
3rd to 20th year: one set a year
21st year and above: two sets a year
PTOs: two sets a year after one year of service

The guide words the bands as up to two years nil, up to 20 years one set, and more than 20 years two sets. Elected members attending SBF committee meetings get passes of their privilege class. SETTLEMENT PASSसेटलमेंट पास

It takes you from headquarters to your home town or chosen place of residence when you superannuate. On your death it takes your widow or family there.

Combined Book: a dependent mother and father may be included
From six months before retirement up to one year after it
Pass Rule notes: the same period covers the settlement pass for kit and motor car
Combined Book: after one year with the AGM's approval, and from one year up to 2 years with the GM's approval
PassRules summary: issued within a year

Passes: not more than one set, and none if only one set is left in that year's account
PTOs: not more than 2 sets a year, on similar conditions
If you are retained after release, passes used during suspension in that calendar year are debited

OLDER VERSIONS
- Combined Book: half the facility, by the GM's order. Class III and IV: one pass and two PTOs on the DRM's order, if 1 pass and 2 PTO sets remain. Gazetted, 50%
- Pass Rule notes: only in exceptional cases, when an authority not lower than the suspending one lets you leave station
- Pass Rule notes, Group A and B: 3 sets of passes, none if over half the year's due is used. PTOs up to 3 sets, less those used
- Pass Rule notes, Group C and D: one set, or two single journey passes instead. PTOs up to 3 sets, less those used
Treat RBE 159/2019 as current: 2 PTO sets, not 3.
