THE ROUTE OF A PRIVILEGE PASSसुविधा पास का मार्ग

Your privilege pass is issued by the shortest route, but a longer route is allowed in three cases.

• TWO ALTERNATIVE ROUTES: either route, whatever the distance. Bombay to Calcutta via Nagpur or via Allahabad, and Bombay to Delhi by Central or Western Railway
• NOT MORE THAN 15 PER CENT LONGER: allowed even with a double journey over a small portion, to use terminal facilities
• Examples of that case: Chittaranjan to Kancharapara via Howrah, or Lucknow to a Southern station via Bombay VT
• A QUICKER LONGER ROUTE: allowed whatever the distance, in Schedule II

BREAK OF JOURNEY AND A HIGHER CLASSयात्रा विराम और उच्च श्रेणी

• BREAK OF JOURNEY: allowed on a privilege pass at any stations you wish
• HIGHER CLASS: pay the fare difference in advance between the class of your pass and the higher class
• First Class 'A' holders pay only one-third of the First AC to AC sleeper difference
• Luggage in the higher class: the higher-class ticket allowance or your pass allowance, whichever is more
• The right to a free attendant follows the class of pass you hold

The PassRules summary is stricter on breaks. A break is allowed only where the pass mentions it and the station endorses it. A Station Master or TC may endorse an unscheduled break.

CHARGES YOU DO NOT PAYजो शुल्क आप नहीं देते

All pass holders, and those travelling on tickets exchanged for PTOs, are exempt from:

• Reservation charges
• Sleeper surcharge in second class sleeper coaches
• Superfast charges on certain nominated mail and express trains

First Class 'A', First Class and First Class post-retirement pass holders may use AC sleeper coaches with no AC surcharge. An attendant in a second class sleeper pays sleeper charges, but not reservation charges.सभी पास धारक, और पीटीओ के बदले मिले टिकट पर यात्रा करने वाले, इनसे मुक्त हैं:

LUGGAGE ON A PASSपास पर सामान

• Bicycles, motor cycles and scooters may go within the free luggage allowance of a privilege pass, on home or foreign lines
• With an endorsement, these count at a fixed weight: a TV set 25 kg, a bicycle 40 kg, a two-wheeler or moped 150 kg
• Luggage is booked on a pass only if someone travels on that pass; otherwise it pays unaccompanied baggage rates
• You may book luggage in advance, but the holder must make the journey

So if nobody travels on the pass, you cannot send your scooter on it.

SPLIT PASSस्प्लिट पास

If you cannot travel with your family or dependent relatives, you may get a pass for yourself too.

• You may go before or after them, on the outward journey, the return, or both
• You must satisfy the pass issuing authority that you cannot go with them
• One outward and one return pass for the family, and the same for you, make ONE SET
• The separate passes are issued within ONE MONTH of each other
• This facility is not for retired railway employees

If you are asked who can have a split pass, the answer is all serving railway servants.यदि आप अपने परिवार या आश्रित संबंधियों के साथ यात्रा न कर सकें, तो आपको अपने लिए भी पास मिल सकता है।

WHEN YOU ARE AWAY, AND PICKING UP FAMILY ON THE WAYजब आप बाहर हों, और रास्ते में परिवार को साथ लेना

• If you are away on TA duty, temporary transfer, deputation or for another reason, your family may apply for your pass
• Your family member or dependent relative may then receive your privilege pass or PTO
• You may pick up your family or dependent relatives at an intermediate station, or be picked up by them, if the pass says so
• Example: travelling Delhi to Madras, you may pick up your family at Nagpur. The pass is endorsed "with ... from Nagpur"

If you break journey at Nagpur to collect them, the pass is endorsed for that too.

PASSES WHILE YOU ARE ON LEAVEअवकाश के समय आपके पास

• You get privilege passes and PTOs during ALL kinds of leave, including extraordinary leave
• PERMANENT and officiating in a higher post: on leave, you get the higher post's class and number, if you still draw the higher post's pay
• TEMPORARY: on leave, the class follows the pay of your grade of recruitment
• TEMPORARY and officiating higher: the officiating pay decides, if you draw it during leave

YEAR-ENDING PASSES AND NEXT YEAR'S PASSESवर्षांत पास और अगले वर्ष के पास

• YEAR-ENDING PASSES TODAY: privilege or PRC passes of a year can be issued in the next FIVE months, valid only up to 31 MAY. PTOs likewise
• PASS RULE NOTES, 1999: in the next three or four months, valid up to 31 March for a single pass or 30 April for a return pass
• NEXT YEAR'S ACCOUNT: once you have used all the year's passes, one set of pass and PTO for journeys starting next year
• That pass is debited to next year and valid up to FIVE months (RBE 41/2012)
• SCHEDULE II, 1993: that set could be issued only in the last month of the year, valid 3 or 4 months

So if you have used all your passes by October, you can still get one set now for a January journey.

A PASS YOU DO NOT USEजो पास आप उपयोग न करें

• A privilege pass or PTO once issued but not used is still counted against your pass account
• The exception is special circumstances, recorded in writing by the pass issuing authority
• SCR compilation: return a pass within one month of its expiry or its use, whichever is earlier
• Combined Book: deposit privilege and complimentary passes one month after the journey

So do not draw a pass you may not use: it costs you a set.

THE GM'S POWER TO CONDONE MISTAKESगलतियाँ माफ करने की महाप्रबंधक की शक्ति

Except for transfer and settlement passes, the GM may condone these irregularities.

• Higher class passes or PTOs issued by misreading the rules, or excess passes or PTOs in a year
• More than one set of passes before five years of service
• More than five members with a dependent included, or more than two dependent relatives
• Sons or dependent brothers of 21 and over included without the school or college certificate
• Guardian passes on school account when the son is 18 or over
• Dependent relatives in post-retirement passes, or children in a retired Class IV servant's post-retirement pass
• A pass by a longer route
• A pass wrongly issued for over 3 months (single) or 4 months (return), then used after it lapsed
• A pass correctly issued within those limits but used after it lapsed, condoned by debiting an extra pass

LOSS AND MISUSE OF PASSESपास का खोना और दुरुपयोग

• A pass or PTO is not transferable. Only the person it is issued to may use it
• If you lose one, report it to the police at once and send a copy to the issuing authority
• If a lost pass is used fraudulently, you may share responsibility and face action
• Serving staff caught misusing passes get deterrent punishment: dismissal, removal or reduction to a lower post
• A retired servant who misuses a post-retirement pass may be declared ineligible for such passes
• Stopping passes as a D&AR penalty follows D&AR procedure, not these misuse rules

The Combined Book asks for an FIR with a copy to your senior subordinate, and disciplinary action for misuse of privilege passes or PTOs.

  • Complimentary pass lost by a non-railway person or union official: Rs 150 or Rs 75
  • Cheque pass for a set station and period: full fare, between Rs 10 and Rs 50 (First), or Rs 5 and Rs 30 (Second)
  The PassRules summary gives the trolley pass at Rs 50. Rupee figures like these are revised by circulars, so you should learn each with its source.

THE NILGIRI AND KONKAN RAILWAYSनीलगिरि और कोंकण रेलवे

• NILGIRI RAILWAY: passes are not admissible in April, May and June, except to gazetted officers of the Railways
• KONKAN RAILWAY: one to-and-fro journey a year on privilege passes, which may need one or two sets on a longer route
• PTOs over the Konkan Railway: without any restriction
• Berths on trains through Konkan, other than Rajdhani and Shatabdi: AC-I 4, AC-II 12, AC-III 15, second or sleeper 30

If you are asked the months closed on the Nilgiri Railway, answer April, May and June.

PASS VALIDITY EXTENDED IN THE 2020 LOCKDOWN2020 के लॉकडाउन में बढ़ी पास वैधता

• Year-ending passes of 2019 already issued on or after 31.12.2019: valid up to 31.08.2020, which is also the notional date
• 2020 passes issued in January: valid up to 15.09.2020
• 2020 passes issued in February: valid up to 15.10.2020
• 2020 passes issued in March: valid up to 15.11.2020

So if you drew a pass in February 2020, it ran till 15 October that year.

THE 2021 EXTENSION2021 का विस्तार

The Board extended validity after the second Covid wave, up to 30.09.2021.

• Unused privilege passes, PTOs, post-retirement and widow passes of 2020 and 2021, drawn from 01.11.2020
• Year-ending passes of 2020 could be issued until 30.09.2021, valid only up to that date
• Tickets booked but no journey made: extended on a declaration
• Staff who retired in lockdown without drawing passes: may draw them, taking the retirement date as the notional issue date
• A full set with only the outward half used: extended, by the nearest pass issuing authority if you are stuck outstation
• Transfer, kit, settlement, school and medical special passes already issued: extended too
• Railway Audit staff, deputationists, and non-railway holders of admin cheque passes such as Sahayaks: extended

• Berths are stated in numbers, and any eligible member included in your pass may use them
• On a duty pass, the holder must travel himself

• Passes over railways other than your home line use standard forms, stamped "Issued by the ... Railway over the ... Railways"
• These are issued by the GM's office and other offices the GM authorises, signed over their own designations
• Passes from the Railway Board, CRS, RDSO or Production Units are stamped "Issued by the ... Office over the ... Railways"
• Every pass or PTO must carry the seal of the issuing office, or the booking office will not accept it
