You may ask for a privilege pass or a PTO from one station to another. PTO means Privilege Ticket Order.

• GAZETTED OFFICERS, PLPM 8 TO 17
  • Class: First Class 'A'
  • 6 sets of passes and 4 sets of PTOs a year
• NON-GAZETTED STAFF
  • PLPM 6 and above: First Class
  • PLPM 5: Second Class 'A'
  • PLPM 4, 3, 2 and 1: Second or Sleeper
  • Passes: ONE SET up to the end of the 5th year of railway service, then 3 SETS a year
  • PTOs: 4 sets a year
  So a gazetted officer gets 6 sets from the start, while you, as non-gazetted staff, wait five years for your third set.
• BREAKS OF JOURNEY, AND AILTCA privilege pass may include ANY NUMBER of break-journey stations en route. An unscheduled break can be endorsed on the pass by the station master or TC. You may avail the ALL INDIA LEAVE TRAVEL CONCESSION once in a block of FOUR years. For it you surrender the privilege passes of that year.

• 6 sets of PTOs, not 4, continue for staff in all PLPMs who joined before 12.03.1987 and did not opt for the widow pass

• Until yellow Second Class 'A' books arrive, a stamp on the pass reads: entitled to AC-3 tier in trains other than Rajdhani, Shatabdi and Duronto
• A First Class 'A' privilege pass lets you carry one attendant in Second Class

The Combined Book adds two points. Gazetted staff get 6 sets of First Class 'A' passes from appointment. Anyone entitled to First Class before a pay revision keeps it, whatever the basic pay.

ENTITLEMENT BY GRADE PAY UNDER THE 6TH CPCछठे वेतन आयोग में ग्रेड पे के अनुसार पात्रता

• Group A and B: First Class 'A' for privilege pass, PTO and duty pass
• Non-gazetted, GP Rs 4200 and above: First Class, privilege and duty
• GP Rs 2800: Second Class 'A', privilege and duty
• GP Rs 1900 and above but below Rs 2800: one Second Class 'A' pass a year, the rest Second or Sleeper. Duty pass Second Class 'A'

The Combined Book adds that running staff get 30% of running allowance added to pay for a First Class pass. If you are asked the grade pay line for a First Class pass, it is Rs 4200.

If you were non-gazetted Group B or C staff, you got First Class by pay and date of appointment. Group A and B always got First Class 'A'; Group D, Second or Sleeper.

• APPOINTED BEFORE 01.08.1969: pay Rs 4900 or more (Pass Rule notes) or Rs 5000 (guide, summary), in a scale reaching Rs 6000
• NEXT GROUP: pay Rs 5375 or more, in a scale reaching Rs 7000. It ends 10.11.1987 in the Pass Rule notes, 31.03.1987 in the guide and summary
• NEXT GROUP, TO 01.02.1999: pay Rs 7250 or more, with Rs 6500 as the scale's maximum (notes) or minimum (guide)
• APPOINTED AFTER 01.02.1999: a scale starting at Rs 6500, or pay Rs 7600 or more
• AFTER 01.02.1999, Rs 5000-8000 or Rs 5500-9000 scale, pay Rs 7250 up to Rs 7600: Second Class 'A', yellow, AC-3 tier

Staff already on First Class kept it (Board's letter E(W)97/PS5-1/62 dated 01.02.1999). WHAT A PTO GIVES YOUपीटीओ आपको क्या देता है

A PTO works the same way whatever your group, A, B, C or D.

• Travel in the class of your privilege pass, or a lower class, paying one-third of that class's fare
• A First Class PTO holder may use AC sleeper, paying one-third of the AC sleeper fare
• With a First Class 'A' or First Class PTO, one attendant in second class, paying one-third of the second class fare
• Break of journey and distance limits as for an ordinary ticket. A ticket exchanged for a PTO on a mail train may break journey without distance limits
• A higher class: pay the entitled-class charges plus the full fare difference up to the class you choose
• Free luggage as for an ordinary ticket of the class you travel in

The key figure is one-third: a pass is free travel, and a PTO is a ticket at one-third fare.आपका समूह क, ख, ग या घ कोई भी हो, पीटीओ एक जैसा काम करता है।

USING A PTO AT THE BOOKING OFFICEबुकिंग कार्यालय पर पीटीओ का उपयोग

• Present it at least 15 MINUTES before the booked departure of your train
• Exchange it for tickets marked "Privilege", signing the order in front of the booking clerk
• Pass for part of the journey, PTO for the rest: the PTO becomes an excess fare ticket, to start within 14 days
• Fewer tickets than the order shows: allowed if you certify the number on the order
• Refunds on unused privilege tickets: on the same terms as ordinary tickets
• A return-journey PTO can be encashed at the outward booking station, if return quota is available there
• In metropolitan cities, a PTO may be addressed to more than one station

With a pass and PTO combined, your luggage can be booked through to destination on one luggage ticket.

PASSES WHILE YOU ARE ON DEPUTATIONप्रतिनियुक्ति के समय आपके पास

Your privilege passes, PTOs and school passes continue on deputation on your normal scale, but only for a time.

• Departments other than the Central Secretariat and PSUs: up to 4 YEARS
• Central Secretariat, that is ministries and departments of the Government of India: for the tenure allowed
• PSUs including RITES and IRCON: 2 YEARS for top posts in the Rs 5900-7300 scale and above, 3 YEARS for other posts
• Beyond that period, the same scale continues only if the employer bears the cost. Otherwise you get the lowest retired scale of your category
• From one deputation straight to another: no benefit beyond the maximum period, counted from the first deputation
• Not admissible on deputation to non-railway departments: suburban and residential card passes, and concessional season tickets

The Pass Rule notes give 3 years for PSUs and 4 for others, and nothing for deputation to trade unions. The PassRules summary gives 4 years, except monthly season tickets.आपके सुविधा पास, पीटीओ और स्कूल पास प्रतिनियुक्ति पर सामान्य पैमाने पर चलते रहते हैं, पर कुछ समय तक ही।

• Seconded abroad through RITES or IRCON: the PSU scale above, treated as first deputed to RITES or IRCON
• Sponsored abroad Government to Government, or through DoPT, with family left behind: the retired scale of your class
• That holds even without the minimum qualifying service, at the lowest retired scale
• Sponsored abroad without leaving family behind: one set of passes and PTOs a year, on request
• Selected for another Central Government office, PSU or autonomous body with your lien kept: passes for 2 years from relief
• That needs permanent service, or temporary service of more than 3 years continuous
• Short-term assignments against posts controlled by the Ministry of Railways: passes as in railway service

If you come from a non-railway department on deputation to a post on Indian Railways:

• Passes and PTOs as admissible to railway servants, in the same class
• Free passes for yourself and family, and a pass for personal effects, on joining the post and on leaving it

PASSES ON RE-EMPLOYMENTपुनर्नियोजन पर पास

• Retired railway personnel re-employed in railway organisations: the same privilege passes and PTOs as at retirement, continuous service or not
• During re-employment: no post-retirement complimentary passes
• Group C re-employed: the class follows the pay fixed on re-employment
• Non-railway government or quasi-government employees re-employed in railway organisations: passes on the railway scale
• Retired railway servants engaged on contract, on daily rates or as consultants: only post-retirement complimentary passes

So if you are a Group B officer re-employed by a zonal railway, you draw 6 privilege passes and no post-retirement passes.
