SUBSTANTIVE PAY AND PERSONAL PAYमूलभूत वेतन और व्यक्तिगत वेतन

The rules give each kind of pay its own name, and a paper asks you to match the name to the definition.

SUBSTANTIVE PAY is the pay you are entitled to for a post you hold substantively, or by your substantive position in a cadre
It is pay other than special pay or personal pay
PERSONAL PAY is additional pay granted to protect you from a loss of substantive pay
It covers a revision of pay, or any reduction that is not due to disciplinary action

So personal pay is a shield, and it never follows a punishment.नियम वेतन के हर प्रकार को उसका अपना नाम देते हैं, और पेपर आपसे नाम को परिभाषा से मिलाने को कहता है।

SPECIAL PAY, HONORARIUM AND SUBSISTENCE GRANTविशेष वेतन, मानदेय और निर्वाह अनुदान

Three more names go with three different situations.

SPECIAL PAY is an additional amount granted for the ARDUOUS NATURE of duties, or for additional responsibilities
An HONORARIUM is a payment from the CONSOLIDATED FUND OF INDIA, as remuneration for special work that is OCCASIONAL OR INTERMITTENT in nature
A SUBSISTENCE GRANT is a monthly grant made to a railway servant who is NOT IN RECEIPT of pay or leave salary

So if the work is hard, it is special pay. If the work is occasional, it is an honorarium. If you are drawing nothing, it is a subsistence grant.तीन और नाम तीन अलग स्थितियों के साथ चलते हैं।

विशेष वेतन वह अतिरिक्त राशि है जो ड्यूटी की कठिन प्रकृति के लिए, अथवा अतिरिक्त उत्तरदायित्वों के लिए दी जाती है
मानदेय भारत की संचित निधि से किया गया भुगतान है, ऐसे विशेष काम के पारिश्रमिक के रूप में जो कभी-कभार या रुक-रुककर हो
निर्वाह अनुदान उस रेल सेवक को दिया जाने वाला मासिक अनुदान है जो न वेतन पा रहा हो, न अवकाश वेतन

अर्थात् काम कठिन हो तो विशेष वेतन, काम कभी-कभार हो तो मानदेय, और आप कुछ न पा रहे हों तो निर्वाह अनुदान।

SUBSISTENCE ALLOWANCE, AND WHAT IS CUT FROM ITनिर्वाह भत्ता, और उसमें से क्या कटता है

While you are under suspension, you draw a SUBSISTENCE ALLOWANCE. It is 50 PER CENT of basic pay plus dearness allowance. Three recoveries are made from it — INCOME TAX, HOUSE RENT, and STORE DEBIT. So the allowance is half your pay to begin with, and the office still takes those three out of it.निलंबन के दौरान आप निर्वाह भत्ता पाते हैं। यह मूल वेतन और महँगाई भत्ते का 50 प्रतिशत होता है। इसमें से तीन कटौतियाँ होती हैं — आयकर, मकान किराया, और भंडार डेबिट। अर्थात् भत्ता शुरू में ही आपके वेतन का आधा है, और कार्यालय उसमें से भी ये तीन काट लेता है।
