Paras 813 to 815 — RESERVISTS OF THE INDIAN ARMYपैरा 813 से 815 — भारतीय सेना के आरक्षित सैनिक

• Para 813Reservists in railway employ, called up for PERIODICAL military training, receive MILITARY pay and allowances. They also get any EXCESS of their civil pay under the 'NEXT BELOW' RULE over that military pay. Any extra cost is charged to the RAILWAY, not to the Defence estimates.
• NOTE — THE 'NEXT BELOW' RULE
  • A servant out of his regular line should not lose the ACTING PROMOTION he would otherwise have got
  • A junior's FORTUITOUS acting promotion does not by itself create a claim
  • Every servant senior to him, and the one NEXT BELOW him, must have had acting promotion
  • The exception is where the man next below was passed over for INEFFICIENCY, UNSUITABILITY or LEAVE
  • Then a more junior servant must have been promoted, those between passed over for one of those three reasons
• Para 814For RUNNING STAFF, civil pay means pay under the next below rule PLUS a fixed percentage, not over 75 PER CENT, for normal running allowance.
• Para 815Para 814 does not apply where the reservist's civil pay is met from the DEFENCE ESTIMATES. So the Railway pays the reservist's excess over military pay, and you should know the 75 per cent limit for running staff.

Para 816 — TERRITORIAL ARMY (NON-RAILWAY UNITS)पैरा 816 — प्रादेशिक सेना (गैर-रेल इकाइयाँ)

Railway servants allowed to enrol in NON-RAILWAY units of the Territorial Army draw as follows when called up.

• (i) DURING TRAINING
  • Pay and allowances according to their RANK, IN ADDITION to civil emoluments
  • In CAMP, civil pay and allowances as well as pay from the DEFENCE SERVICES ESTIMATES
• (ii) IN AID OF CIVIL POWER, OR EMBODIED UNDER THE TERRITORIAL ARMY ACT, 1948
  • MILITARY pay and allowances for that duty
  • Plus any EXCESS of civil pay and allowances under the next below rule
  • That extra cost is charged to the RAILWAY, under the head bearing his pay
  So training pay comes on top of civil pay, and you should know the Railway bears the excess when embodied.

प्रादेशिक सेना की गैर-रेल इकाइयों में भर्ती की अनुमति पाए रेल कर्मचारी बुलाए जाने पर इस प्रकार पाते हैं।

  अर्थात् प्रशिक्षण का वेतन सिविल वेतन के ऊपर आता है, और आप जानिए कि सन्निविष्ट होने पर आधिक्य रेल वहन करती है।

Para 817 — TERRITORIAL ARMY (RAILWAY UNITS)पैरा 817 — प्रादेशिक सेना (रेल इकाइयाँ)

Para 816 applies to Railway Units too, with extra concessions for EMBODIED personnel.

• (a) TRANSPORTATION RUNNING STAFF on pre-CPC scales get ACTUAL AVERAGE running allowances, NOT LIMITED to 75 per cent of pay
• (a) Running staff on prescribed scales get the allowance in lieu of mileage at FULL RATES, despite FREE MESSING
• (b) ACTUAL AVERAGE overtime, piecework profits and night allowances may be drawn

NOTE: 'average' means the monthly average over the TWELVE MONTHS before embodiment, or over his eligible period if shorter.

• (c) EMBODIED IN AID OF CIVIL POWER
  • OFFICERS: DOUBLE the daily allowance rates of their civil appointment
  • JCOs and other ranks, other than running staff: 1.75 TIMES those rates
  • Both for the ENTIRE period away from civil headquarters, with no limit on stay at a station
  • Also admissible where their headquarters stay the same as in the civil post
  • RUNNING STAFF: shunters and firemen on shunting engines, 360 KMS A DAY; other running staff, 480 KMS A DAY
  So embodied railway units draw enhanced allowances, and you should know double, 1.75 times, 360 and 480.

पैरा 816 रेल इकाइयों पर भी लागू है, सन्निविष्ट कर्मियों के लिए अतिरिक्त रियायतों के साथ।

• (c) सिविल शक्ति की सहायता में सन्निविष्ट
  • अधिकारी: अपनी सिविल नियुक्ति की दैनिक भत्ता दरों का दोगुना
  • जेसीओ और अन्य रैंक, रनिंग कर्मचारियों को छोड़कर: उन दरों का 1.75 गुना
  • दोनों सिविल मुख्यालय से दूर पूरी अवधि के लिए, किसी स्टेशन पर ठहरने की सीमा के बिना
  • तब भी देय जब उनका मुख्यालय सिविल पद जैसा ही रहे
  • रनिंग कर्मचारी: शंटिंग इंजनों के शंटर और फायरमैन, प्रतिदिन 360 किमी; अन्य रनिंग कर्मचारी, प्रतिदिन 480 किमी
  अर्थात् सन्निविष्ट रेल इकाइयाँ बढ़े हुए भत्ते पाती हैं, और आप दोगुना, 1.75 गुना, 360 और 480 जानिए।
