Some railway servants belong to the ARMY IN INDIA RESERVE OF OFFICERS. When they are called up for training, ask two things. Where did he come from, and which part of the period are you looking at?

• Called up straight from his civil appointment — he draws the PAY AND ALLOWANCES of that civil appointment. It runs for the WHOLE absence, including transit both ways.
• Called up while on leave in India — he draws the CIVIL LEAVE PAY AND ALLOWANCES he would have drawn but for the training.
• For the period of ACTUAL TRAINING — he receives MILITARY pay and allowances.

So the civil side pays to get him there and back. The Army pays for the training itself.कुछ रेल कर्मचारी आर्मी इन इंडिया रिजर्व ऑफ ऑफिसर्स में होते हैं। जब उन्हें प्रशिक्षण के लिए बुलाया जाए, तो दो बातें पूछिए। वह आया कहाँ से, और आप अवधि का कौन-सा हिस्सा देख रहे हैं?

Now put a name against each piece. This is the part you will be asked.

• The emoluments under paras 808 and 809 — the CIVIL pay and the civil leave pay — are debitable to the RAILWAY.
• The emoluments under para 810 — the MILITARY pay for the actual training — go to the DEFENCE ESTIMATES.
• If a SUBSTITUTE has to be provided while he trains, that additional cost is a charge against RAILWAY estimates.

The last one catches you out. The Army called him away, but the cost of covering his post stays with the Railways.अब हर हिस्से पर नाम-पट्टी लगाइए। यही हिस्सा आपसे पूछा जाएगा।

A DIFFERENT ANSWERउत्तर अलग है

Do not carry the previous answer over to RESERVISTS OF THE INDIAN ARMY in railway employ. When they are called up for PERIODICAL MILITARY TRAINING, the arrangement changes.

• They receive MILITARY pay and allowances.
• They also receive the EXCESS, if any, of their civil pay under the 'NEXT BELOW' RULE over that military pay.
• Any extra expenditure is charged to the RAILWAY, and NOT to the Defence estimates.

• WHAT THE 'NEXT BELOW' RULE IS FORA railway servant out of his regular line should not SUFFER for being out of it. He keeps the acting promotion he would have had if he had stayed. But one junior man getting a chance promotion does not by itself create a claim. Everyone senior to him must have been given acting promotion, and the man next below him too. The exception is where that man was passed over for INEFFICIENCY, UNSUITABILITY or LEAVE.
• RUNNING STAFF, AND THE ONE EXCEPTIONFor running staff, civil pay here means pay proper under the 'next below' rule PLUS a fixed percentage. That percentage may NOT EXCEED 75 PER CENT, and it stands for the normal running allowance. This does not apply where the reservist's civil pay is itself met from the DEFENCE estimates. Hold on to the flip. For the Reserve of Officers, Defence bore the training pay. Here the RAILWAY bears the extra. Carry one answer into the other and you lose the mark.

• रनिंग स्टाफ, और एक अपवादरनिंग स्टाफ के लिए यहाँ असैनिक वेतन का अर्थ है 'नेक्स्ट बिलो' नियम के अंतर्गत मूल वेतन और उस पर एक नियत प्रतिशत। वह प्रतिशत 75 प्रतिशत से अधिक नहीं हो सकता, और वह सामान्य रनिंग भत्ते का प्रतिनिधित्व करता है। यह वहाँ लागू नहीं होता जहाँ रिजर्विस्ट का असैनिक वेतन स्वयं रक्षा प्राक्कलन से दिया जाता हो। पलटाव को पकड़ रखिए। रिजर्व ऑफ ऑफिसर्स में प्रशिक्षण वेतन रक्षा ने उठाया था। यहाँ अतिरिक्त भार रेलवे उठाती है। एक का उत्तर दूसरे में ले गए तो आप अंक खो देंगे।

A railway servant may be allowed to enrol in a NON-RAILWAY UNIT of the Territorial Army. Two situations, and you need both answers.

• DURING TRAININGHe receives pay and allowances ACCORDING TO HIS RANK. That military pay is IN ADDITION to his civil emoluments. For periods spent in CAMP he draws his civil pay and allowances as well as what the Defence Services Estimates give him.
• CALLED OUT FOR MILITARY DUTYThis covers duty in aid of the civil power. It also covers embodiment under the TERRITORIAL ARMY ACT, 1948 or its Rules of the same year. He receives the military pay and allowances due for that duty. He also receives the excess, if any, of his civil pay under the 'next below' rule over them. That extra expenditure is a charge against the RAILWAY. So during training he keeps both. On duty he gets the higher of the two, and the Railways pay the difference.

किसी रेल कर्मचारी को प्रादेशिक सेना की गैर-रेलवे इकाई में भर्ती होने की अनुमति दी जा सकती है। दो स्थितियाँ हैं, और आपको दोनों उत्तर चाहिए।

• सैनिक ड्यूटी पर बुलाए जाने परइसमें असैनिक शक्ति की सहायता में ड्यूटी आती है। प्रादेशिक सेना अधिनियम, 1948 अथवा उसी वर्ष के नियमों के अंतर्गत एम्बॉडीमेंट भी आता है। उसे उस ड्यूटी के लिए देय सैनिक वेतन और भत्ते मिलते हैं। 'नेक्स्ट बिलो' नियम के अंतर्गत उसके असैनिक वेतन का आधिक्य भी मिलता है, यदि कोई हो। वह अतिरिक्त व्यय रेलवे पर भार होता है। अर्थात् प्रशिक्षण में उसे दोनों मिलते हैं। ड्यूटी पर दोनों में से ऊँचा मिलता है, और अंतर रेलवे देती है।

For railway servants in the RAILWAY UNITS of the Territorial Army, everything in the previous paragraph applies. On top of it you get two concessions during EMBODIMENT.

• TRANSPORTATION RUNNING STAFF get their ACTUAL AVERAGE running allowances, NOT limited to 75 per cent of pay. This is for staff who kept the scales in force before the Central Pay Commission scales.
• Running staff on the prescribed or authorised scales get the allowance in lieu of mileage at FULL rates. The authority is Rule VIII(i) of the Revised Running Allowance Rules. Free messing makes no difference.
• The ACTUAL AVERAGE overtime, PIECEWORK PROFITS and NIGHT ALLOWANCES may be drawn.

• WHAT 'AVERAGE' MEANS HEREIt is the monthly average of those emoluments over the TWELVE MONTHS immediately before embodiment. Was he not eligible for the full twelve months? Then work the average over the period he was eligible. It does not matter whether he actually drew any.

RAILWAY UNITS EMBODIED IN AID OF THE CIVIL POWERअसैनिक शक्ति की सहायता में एम्बॉडीड रेलवे इकाइयाँ

When Territorial Army Railway Units are embodied IN AID OF THE CIVIL POWER, allowances go up. Carry these figures into the hall.

• OFFICERS — DOUBLE the daily allowance they are entitled to in their civil appointment.
• JCOs AND OTHER RANKS, other than running staff — 1.75 TIMES that rate.
• Both run for the ENTIRE period away from civil headquarters, with NO LIMIT on the stay at a station. They are admissible even where the headquarters did not change.
• RUNNING STAFF — SHUNTERS and FIREMEN on shunting engines get kilometrage at 360 KM PER DAY.
• Other running staff get 480 KM PER DAY. Free messing makes no difference here either.

Those two kilometrage figures, 360 and 480, are the ones a paper asks you for.जब प्रादेशिक सेना की रेलवे इकाइयाँ असैनिक शक्ति की सहायता में एम्बॉडीड की जाती हैं, तो भत्ते बढ़ जाते हैं। ये आँकड़े परीक्षा हॉल तक ले जाइए।

• रनिंग स्टाफ — शंटिंग इंजनों पर लगे शंटर और फायरमैन को 360 किलोमीटर प्रतिदिन की दर से किलोमीटरेज मिलता है।
• शेष रनिंग स्टाफ को 480 किलोमीटर प्रतिदिन मिलता है। यहाँ भी मुफ्त भोजन व्यवस्था से अंतर नहीं पड़ता।

360 और 480 — ये दो किलोमीटरेज आँकड़े ही पेपर में आपसे पूछे जाते हैं।
