• Para 856From 1 APRIL 1979, GRP cost, without distinction of 'CRIME' and 'ORDER' police, is shared 50:50 by the STATE and the RAILWAYS. This holds if the GRP's STRENGTH is fixed with the Railways' approval.
• Para 857The Railway's share includes four items.
  • (i) PAY AND ALL ALLOWANCES of GRP staff, including office and supervisory staff up to INSPECTOR GENERAL, if exclusively in charge of GRP
  • (ii) OFFICE EXPENSES and contingencies
  • (iii) PENSIONARY charges
  • (iv) RENT of buildings occupied by GRP staff
• Para 858MEDICAL REIMBURSEMENT and medical allowances of staff may also be considered in internal check for payment. Pay and allowances of MEDICAL staff, such as doctors and nurses, are NOT shared.
• Para 859Protecting RAILWAY BRIDGES in normal conditions is the STATE's responsibility, at its own cost.
• Para 860Military or other armed forces placed with the Railways AT THE RAILWAY's REQUEST: the guards' cost falls on the RAILWAY.
• Para 861If substituted on GENERAL POLICY, and taken over by Defence or another department as regular duty, that department bears it.
• Para 862Debits rest on YEARLY ACTUAL expenditure; a year's whole liability is paid by the railway DURING that year.
• Para 863
  • The FIRST THREE QUARTERS are recovered on the State's BUDGET ESTIMATES
  • The FOURTH, adjusted in MARCH accounts, uses the State's REVISED ESTIMATE, correcting the earlier quarters
  • The four quarters then total the revised estimate; any difference from ACTUALS is adjusted the FOLLOWING year

  • State debits come with STATEMENTS OF ACTUAL EXPENDITURE, checked by the ACCOUNTS OFFICER before acceptance
  • Staff debited are scrutinised against police ACTUALLY EMPLOYED on railway premises
  • The CHIEF SECURITY COMMISSIONER and the FA&CAO keep registers of the ACCEPTED STRENGTH and its variations
• Para 865Instead, a FIXED ANNUAL LUMP SUM may be agreed for THREE OR FIVE YEARS, on the average cost of the agreed staff.
  • Increases in strength or pay during that period leave the lump sum UNCHANGED
  • A supplementary payment may be considered on the State's specific request
  • The increase counts when the next lump sum is fixed
• Para 866States send bills for railway police DIRECT to the Railway Administration concerned. So the GRP is shared 50:50 from 1 April 1979, and you should know the four items and the quarterly recovery.

• पैरा 860रेल के अनुरोध पर रेलों को दी गई सेना या अन्य सशस्त्र बल: गार्डों की लागत रेल पर पड़ती है।
• पैरा 861यदि सामान्य नीति पर प्रतिस्थापन हो, और रक्षा या अन्य विभाग नियमित ड्यूटी के रूप में ले, तो वह विभाग वहन करता है।

• पैरा 866राज्य रेल पुलिस के बिल सीधे संबंधित रेल प्रशासन को भेजते हैं। अर्थात् 1 अप्रैल 1979 से जीआरपी 50:50 बँटती है, और आप चार मदें और तिमाही वसूली जानिए।
