• Para 607Tenders are opened at the specified time, date and place by the officer nominated.
  • ALL OPEN STORES tenders are opened in the presence of an ACCOUNTS representative
  • For LIMITED stores tenders, the railway decides with the FA&CAO whether Accounts attends, and above what value
  • For other departments, Accounts may attend only tenders of about RS 10,000 AND ABOVE
• Para 608The opening officer and the Accounts witness both act on every tender.
  • Initial and date the cover, the front page, and every page quoting rates or special conditions
  • Initial and date all corrections in the schedules and specifications
  • Mark and initial all over-writings in RED INK, and flag ambiguities between rates in words and figures
  • Number corrections serially, and state their total at the foot of each schedule page

  So delayed means before opening and late means after, and you should never swap the two.

• TIME LAG
  • Between stopping the SALE of tenders and the closing time for submission — 4 HOURS
  • Between closing of submission and OPENING — 5 MINUTES
  • If the box is not opened within five minutes, a slip signed by the officer is pasted on it
• OPENING
  • Tenders lie in a sealed box; the opening committee opens it before the Executive and Accounts
  • Tenders are counted and numbered, and any WITHOUT EMD is REJECTED
  • Rates and conditions are read out, cuttings are remarked and counted, and rates are noted in a signed register
• LATE TENDERSA late tender is normally unacceptable, but the GM with finance concurrence may accept one in exceptional cases.
  • Fewer than THREE acceptable offers
  • RING formation
  • The only acceptable offer is 10 PER CENT higher than the last accepted rate
  • A reliable contractor's offer beneficial to the railway, with the Board's approval through finance and the GM
  So a works tender without EMD is rejected at the table, and you should remember the 4 hours and 5 minutes.
