WHAT IT ISयह क्या है

The Combined Book defines zero base budgeting three ways.

• Each manager justifies his ENTIRE budget request in detail; the BURDEN OF PROOF shifts to him
• A budget built WITHOUT REFERENCE TO WHAT HAS GONE BEFORE, on a fundamental re-appraisal of purposes, methods and resources
• A tool covering all programmes, current or new, allowing budget reduction and re-allocation from LOW-PRIORITY programmes

All activities are identified in DECISION PACKAGES, evaluated and ranked by importance. Budget making under it has four steps.

• (i) Identify the organisation's structure, DECISION UNITS and objectives
• (ii) Formulate and develop DECISION PACKAGES
• (iii) REVIEW AND PRIORITISE the packages
• (iv) ALLOCATE RESOURCES to the chosen packages, which is the budget

So zero base means last year's figure proves nothing, and you should say every rupee must be justified afresh.संयुक्त पुस्तक शून्य आधारित बजट को तीन तरह से परिभाषित करती है।

• हर प्रबंधक अपनी पूरी बजट माँग विस्तार से सिद्ध करता है; सिद्ध करने का भार उस पर आता है
• पहले जो हुआ उसके संदर्भ के बिना, प्रयोजनों, तरीकों और साधनों के मूल पुनर्मूल्यांकन पर बना बजट
• सभी कार्यक्रमों, वर्तमान या नए, को लेने वाला उपकरण, जो बजट घटाने और कम प्राथमिकता वाले कार्यक्रमों से साधन हटाने देता है

सभी गतिविधियाँ निर्णय पैकेजों में पहचानी जाती हैं, और महत्व के क्रम में आँकी और रखी जाती हैं। इसके अंतर्गत बजट बनाने के चार कदम हैं।

• (i) संगठन की संरचना, निर्णय इकाइयों और उद्देश्यों की पहचान
• (ii) निर्णय पैकेज बनाना और विकसित करना
• (iii) पैकेजों की समीक्षा और प्राथमिकता
• (iv) चुने गए पैकेजों को साधनों का आवंटन, जो बजट है

अर्थात् शून्य आधार का अर्थ है कि पिछले वर्ष का आँकड़ा कुछ सिद्ध नहीं करता, और आप कहिए कि हर रुपया नए सिरे से सिद्ध हो।

DECISION UNITS AND DECISION PACKAGESनिर्णय इकाइयाँ और निर्णय पैकेज

• DECISION UNITS A decision unit is the entity for which a budget is prepared, where managers decide amount, scope, direction and quality.

• Place it where an activity can be MEANINGFULLY IDENTIFIED AND EVALUATED
• Choose it by the INFORMATION NEEDS of higher managers
• Not so LOW that paperwork swells, nor so HIGH that review becomes hard

• DECISION PACKAGESA decision package is the budget request, and it contains eight things.
  • The function and its GOALS AND OBJECTIVES
  • The BENEFITS of funding it, and its RELEVANCE to the organisation's objectives
  • The CONSEQUENCES OF NON-FUNDING
  • The YEARLY PHASING and the ESTIMATED COST
  • ALTERNATIVE WAYS of doing the same thing
• RANKINGThe manager who wrote a package ranks it first, and it is re-ranked at each level going up. A justified work in the programme but not taken up in the year LAPSES, and needs fresh justification later. So a package must say what happens if it is not funded, and you should list that among its contents.

• निर्णय इकाइयाँ निर्णय इकाई वह इकाई है जिसके लिए बजट बनता है, जहाँ प्रबंधक राशि, दायरा, दिशा और गुणवत्ता तय करते हैं।

• इसे वहाँ रखिए जहाँ गतिविधि की सार्थक पहचान और मूल्यांकन हो सके
• इसे उच्च प्रबंधकों की सूचना आवश्यकताओं से चुनिए
• न इतनी निचली कि कागजी काम बढ़े, न इतनी ऊँची कि समीक्षा कठिन हो

• निर्णय पैकेजनिर्णय पैकेज बजट माँग है, और इसमें आठ बातें होती हैं।
  • कार्य और उसके लक्ष्य तथा उद्देश्य
  • उसे धन देने के लाभ, और संगठन के उद्देश्यों से उसकी प्रासंगिकता
  • धन न देने के परिणाम
  • वार्षिक चरण और अनुमानित लागत
  • वही काम करने के वैकल्पिक तरीके
• क्रम निर्धारणपैकेज लिखने वाला प्रबंधक पहले उसे क्रम देता है, और ऊपर जाते हर स्तर पर फिर क्रम दिया जाता है। कार्यक्रम में उचित ठहराया गया पर वर्ष में न लिया गया कार्य व्यपगत होता है, और बाद में नई पुष्टि चाहता है। अर्थात् पैकेज को बताना है कि धन न मिलने पर क्या होगा, और आप इसे उसकी सामग्री में गिनिए।
