All railway expenditure other than what is charged on the Consolidated Fund of India is voted through the DEMANDS FOR GRANTS. So budgetary control means making sure money is spent only for the purposes and within the limits voted by Parliament.भारत की संचित निधि पर प्रभारित व्यय के अलावा सारा रेल व्यय अनुदान की माँगों के माध्यम से मतदानित होता है। इसलिए बजटीय नियंत्रण का अर्थ है यह सुनिश्चित करना कि धन केवल संसद द्वारा मतदानित प्रयोजनों के लिए और सीमाओं के भीतर ही खर्च हो।

The RAILWAY BOARD is the controlling authority for the total amount of each Grant voted by Parliament and each Appropriation sanctioned by the President. It watches the progress of expenditure and keeps the total within that amount.संसद द्वारा मतदानित प्रत्येक अनुदान और राष्ट्रपति द्वारा स्वीकृत प्रत्येक विनियोग की कुल राशि के लिए रेलवे बोर्ड नियंत्रक प्राधिकारी है। बोर्ड व्यय की प्रगति देखता है और कुल राशि को उस सीमा के भीतर रखता है।

Where several officers can spend against a lump sum allotment given to one higher authority, it is that higher authority's duty to watch expenditure in all the offices concerned and keep the total within the allotment for that sub-head.जहाँ किसी एक उच्च प्राधिकारी को दिए गए एकमुश्त आवंटन के विरुद्ध कई अधिकारी खर्च कर सकते हैं, वहाँ उस उच्च प्राधिकारी का कर्तव्य है कि सभी संबंधित कार्यालयों के व्यय पर नजर रखें और कुल राशि उस उप-शीर्ष के आवंटन के भीतर रखें।
