• Para 504All railway expenditure except CHARGED is voted as DEMANDS FOR GRANTS (Para 305). Budgetary control ensures money is spent for the PURPOSES and within the LIMITS voted by Parliament. The authorities controlling each grant are listed in Annexure I to Chapter III.
  • The RAILWAY BOARD controls each grant's total and each appropriation, and keeps the aggregate within it
  • Each RAILWAY ADMINISTRATION exercises the same control over the allotments placed with it
  • Where several officers spend a LUMP SUM given to ONE HIGHER AUTHORITY, that authority watches all of them
  That higher authority keeps the aggregate within the sub-head's allotment.
• Para 505The Board has delegated powers to spend to subordinate authorities, in Annexures I and II.
  • The AUTHORITY to incur expenditure carries the RESPONSIBILITY to control it within the limits
  • The powers are subject to the Codes, rules and regulations
  • They are also subject to the STANDARDS OF FINANCIAL PROPRIETY in Para 116
  So whoever may spend must also control the spending, and you should state that as the rule of Para 505.

Paras 506 and 507 — REVENUE EXPENDITUREपैरा 506 और 507 — राजस्व व्यय

• Para 506The GM's revised and budget estimates of ordinary working expenses rest on DETAILED ESTIMATES from his heads of departments. Once the Board's allotment arrives, those estimates may be modified to fit it, or as the GM thinks necessary.
• Para 507Within the allotments the GM fixes (Paras 365 and 506), divisional and departmental spending authorities have FULL POWER to sanction revenue expenditure. Two conditions go with that power.
  • A SPECIFIC SANCTION is still obtained for establishment items and experimental or special temporary works where rules require it
  • Where the GM has ordered detailed estimates, administrative approval and technical sanction first, that procedure is followed
  So a division's allotment is its licence to spend, and you should remember the two conditions on it.

• पैरा 506सामान्य संचालन व्यय के महाप्रबंधक के संशोधित और बजट अनुमान उसके विभागाध्यक्षों के विस्तृत अनुमानों पर टिके होते हैं। बोर्ड का आवंटन आने पर उन अनुमानों को उसके अनुरूप, या महाप्रबंधक की आवश्यकता के अनुसार, बदला जा सकता है।

  अर्थात् मंडल का आवंटन उसे खर्च की अनुमति है, और आप उस पर लगी दो शर्तें याद रखिए।
