Section 5 creates two different officers, and the difference is examined.

• The PUBLIC INFORMATION OFFICER is designated in all administrative units or offices, to provide information to persons requesting it
• The ASSISTANT PUBLIC INFORMATION OFFICER is designated at the sub-divisional or sub-district level, to RECEIVE applications and appeals and forward them

So the Assistant receives, and the Public Information Officer answers. So look for the right officer before you hand in your application.धारा 5 दो अलग अधिकारी बनाती है, और यह अंतर परीक्षा में आता है।

अर्थात् सहायक लेता है, और लोक सूचना अधिकारी उत्तर देता है। इसलिए अपना आवेदन देने से पहले सही अधिकारी देख लीजिए।

THE FIVE DAYS AN ASSISTANT COSTSसहायक के पास जाने के पाँच दिन

An application or appeal handed to an ASSISTANT Public Information Officer takes a little longer. FIVE DAYS shall be ADDED in computing the period for response. So where you hand your application decides your clock, and going to the Assistant buys the office five days.सहायक लोक सूचना अधिकारी को दिया गया आवेदन या अपील कुछ अधिक समय लेती है। उत्तर की अवधि की गणना में पाँच दिन जोड़ दिए जाएँगे। अर्थात् आप आवेदन कहाँ देते हैं, यही आपकी घड़ी तय करता है, और सहायक के पास जाना कार्यालय को पाँच दिन देता है।

THE OFFICER WHOSE HELP IS SOUGHTजिस अधिकारी की सहायता माँगी जाए

A Public Information Officer may SEEK THE ASSISTANCE of any other officer, as he considers necessary for the proper discharge of his duties. Any officer whose assistance has been so sought shall RENDER ALL ASSISTANCE to him. That officer shall then be TREATED AS A PUBLIC INFORMATION OFFICER for the purposes of any contravention of this Act. So the liability spreads beyond the man who signs the reply, and the file cannot be quietly held up behind him. So your application reaches further than the one officer whose name is on the board.लोक सूचना अधिकारी अपने कर्तव्यों के उचित निर्वहन के लिए जिस अन्य अधिकारी की सहायता आवश्यक समझे, माँग सकता है। जिस अधिकारी की सहायता इस तरह माँगी जाए, वह उसे पूरी सहायता देगा। ऐसा अधिकारी तब इस अधिनियम के किसी उल्लंघन के प्रयोजन से लोक सूचना अधिकारी माना जाएगा। अर्थात् जिम्मेदारी उत्तर पर हस्ताक्षर करने वाले से आगे फैलती है, और फाइल उसके पीछे चुपचाप रोकी नहीं जा सकती। अर्थात् आपका आवेदन उस एक अधिकारी से आगे जाता है जिसका नाम पट्टिका पर लिखा है।
