WHAT EMOLUMENTS MEANपरिलब्धियों का अर्थ
For every pensionary benefit other than the retirement or death gratuity, EMOLUMENTS mean BASIC PAY.
It is the basic pay defined in Rule 1303(I) R-II, which you were receiving immediately before retirement, or on the date of death.
For the RETIREMENT or DEATH GRATUITY, the DEARNESS ALLOWANCE admissible on that date is treated as emoluments as well.
The authority is the Board's letter F(E)III-97/PNI/22 of 5 NOVEMBER 1997.सेवानिवृत्ति या मृत्यु उपदान को छोड़कर हर पेंशन लाभ के लिए परिलब्धियों का अर्थ मूल वेतन है।
यह नियम 1303(I) आर-II में परिभाषित वही मूल वेतन है जो आप सेवानिवृत्ति से ठीक पहले, अथवा मृत्यु की तिथि को पा रहे थे।
सेवानिवृत्ति या मृत्यु उपदान के लिए उस तिथि को देय महँगाई भत्ता भी परिलब्धियों में गिना जाता है।
प्राधिकार है बोर्ड का पत्र एफ(ई)III-97/पीएनआई/22 दिनांक 5 नवंबर 1997।

AVERAGE EMOLUMENTS ARE THE LAST TEN MONTHSऔसत परिलब्धियाँ अंतिम दस माह की होती हैं
Average emoluments are determined from the emoluments you drew during the LAST TEN MONTHS of your service.
They are worked out on your position during those ten months, if you quit service on or after 1 MARCH 1976.
They include the RUNNING ALLOWANCE of 55 per cent for running staff, and the NON-PRACTISING ALLOWANCE for doctors.
So the ten months before you go are the months that decide the figure.औसत परिलब्धियाँ आपकी सेवा के अंतिम दस माह में ली गई परिलब्धियों से तय होती हैं।
ये उन्हीं दस माह की आपकी स्थिति पर निकाली जाती हैं, बशर्ते आपने 1 मार्च 1976 को या उसके बाद सेवा छोड़ी हो।
इनमें रनिंग स्टाफ के लिए 55 प्रतिशत का रनिंग भत्ता, और डॉक्टरों के लिए गैर-प्रैक्टिस भत्ता शामिल है।
अर्थात् जाने से पहले के दस माह ही वह आँकड़ा तय करते हैं।

A BAD TEN MONTHS DOES NOT PULL YOU DOWNखराब दस माह आपको नीचे नहीं खींचते
Suppose that during those last ten months you were absent from duty, on extraordinary leave without salary, or under a suspension that does not count.
That period is DISREGARDED.
An EQUAL PERIOD BEFORE the ten months is included instead.
So the average is always taken on ten months of real pay, however the end of your service went.मान लीजिए उन अंतिम दस माह में आप ड्यूटी से अनुपस्थित रहे, बिना वेतन असाधारण अवकाश पर रहे, या ऐसे निलंबन में रहे जो गिना नहीं जाता।
वह अवधि छोड़ दी जाती है।
उसके बदले दस माह से पहले की उतनी ही अवधि जोड़ ली जाती है।
अर्थात् औसत हमेशा दस माह के वास्तविक वेतन पर ही निकलता है, चाहे आपकी सेवा का अंत जैसा भी बीता हो।

WHAT ELSE IS TREATED AS PAYऔर क्या वेतन माना जाता है
Two additions are easy to miss, and both raise the figure your pension rests on.
- The STAGNATION INCREMENT is treated as pay for calculating average emoluments, under the Board's letter PC-IV/87/Increment/3 of 25 SEPTEMBER 1990
- With effect from 1 APRIL 1995, the CHARGED ALLOWANCE, which is in the nature of pay, is reckoned as pay for pension, gratuity and leave salary
- ठहराव वेतनवृद्धि औसत परिलब्धियों की गणना के लिए वेतन मानी जाती है, बोर्ड के पत्र पीसी-IV/87/इंक्रीमेंट/3 दिनांक 25 सितंबर 1990 के अधीन
- 1 अप्रैल 1995 से प्रभारित भत्ता, जो स्वरूप में वेतन ही है, पेंशन, उपदान तथा अवकाश वेतन के लिए वेतन गिना जाता है

LAST PAY, AND THE CEILING THAT IS NOT THEREअंतिम वेतन, और वह सीमा जो है ही नहीं
LAST PAY means the basic pay defined in Rule 1303(I) R-II which you were receiving before retirement or death.
It includes the RUNNING ALLOWANCE for running staff, and the NON-PRACTISING ALLOWANCE for doctors.
There is NO CEILING on last pay for the purpose of these rules.
So two figures stand beside each other when your pension is worked out — the last pay, and the average of the last ten months.अंतिम वेतन का अर्थ है नियम 1303(I) आर-II में परिभाषित वह मूल वेतन जो आप सेवानिवृत्ति या मृत्यु से पहले पा रहे थे।
इसमें रनिंग स्टाफ के लिए रनिंग भत्ता, और डॉक्टरों के लिए गैर-प्रैक्टिस भत्ता शामिल है।
इन नियमों के प्रयोजन से अंतिम वेतन पर कोई सीमा नहीं है।
अर्थात् आपकी पेंशन निकालते समय दो आँकड़े साथ-साथ खड़े होते हैं — अंतिम वेतन, और अंतिम दस माह का औसत।
