PNM was formed in 1951. It was founded by Shri V. V. Giri, when Shri Lal Bahadur Shastri was the Railway Minister. Remember both names — they are asked together.पीएनएम का गठन 1951 में हुआ। इसकी स्थापना श्री वी. वी. गिरि ने की, जब श्री लाल बहादुर शास्त्री रेल मंत्री थे। दोनों नाम याद रखें — ये साथ पूछे जाते हैं।

Its purpose is to keep contact with labour, resolve disputes and differences between labour and management, and maintain healthy industrial relations through periodical dialogue with both recognised federations.इसका उद्देश्य है श्रमिकों से संपर्क बनाए रखना, श्रमिक और प्रबंधन के बीच विवाद एवं मतभेद सुलझाना, तथा दोनों मान्यता प्राप्त महासंघों से समय-समय पर संवाद के माध्यम से स्वस्थ औद्योगिक संबंध बनाए रखना।

PNM works on a THREE-TIER system — Railway level, Railway Board level, and Ad hoc Tribunal level.पीएनएम त्रि-स्तरीय प्रणाली पर काम करता है — रेलवे स्तर, रेलवे बोर्ड स्तर, और तदर्थ अधिकरण स्तर।

At divisional level the DRM is the Chairman and the Senior DPO is the Secretary, and the meeting is held once a month (main and review meetings held separately).मंडल स्तर पर डीआरएम अध्यक्ष और वरिष्ठ डीपीओ सचिव होते हैं, और बैठक माह में एक बार होती है (मुख्य और समीक्षा बैठकें अलग-अलग)।

At Railway Board level, meetings are held separately with AIRF and with NFIR, once every THREE months. There is no limit on the number of subjects or the number of union members. The Member Staff is the Chairman and the Deputy Director (Establishment) is the Secretary.रेलवे बोर्ड स्तर पर, AIRF और NFIR के साथ अलग-अलग बैठकें हर तीन माह में एक बार होती हैं। विषयों की संख्या या यूनियन सदस्यों की संख्या पर कोई सीमा नहीं। सदस्य स्टाफ अध्यक्ष और उप निदेशक (स्थापना) सचिव होते हैं।

At Tribunal level — where no agreement is reached between the Federation and the Railway Board and the matter is important enough, it goes to an ad hoc Railway Tribunal made up of representatives of the railway administration and labour, presided over by a NEUTRAL Chairman.अधिकरण स्तर पर — जहाँ महासंघ और रेलवे बोर्ड के बीच सहमति न बने और मामला पर्याप्त महत्वपूर्ण हो, वहाँ वह तदर्थ रेलवे अधिकरण को जाता है, जिसमें रेल प्रशासन और श्रमिकों के प्रतिनिधि होते हैं तथा अध्यक्षता एक तटस्थ अध्यक्ष करते हैं।
