WHAT JCM IS FORजेसीएम किसलिए है

The Joint Consultative Machinery was established by the Government of India for matters of COMMON CONCERN between the Government and its employees. The object is harmonious relations, and a further increase in EFFICIENCY. It is a Government-wide machinery, not a railway one, which is why railwaymen meet it through the Departmental Council. So PNM belongs to the Railways, and JCM belongs to the Government as a whole. So if a question puts a railwayman in a Government-wide forum, you are in JCM.संयुक्त परामर्श तंत्र भारत सरकार ने सरकार और उसके कर्मचारियों के साझा सरोकार के विषयों के लिए स्थापित किया। उद्देश्य है सौहार्दपूर्ण संबंध, और कार्यकुशलता में और वृद्धि। यह पूरी सरकार का तंत्र है, केवल रेलवे का नहीं, इसीलिए रेल कर्मचारी इससे विभागीय परिषद के रास्ते मिलते हैं। अर्थात् पीएनएम रेलवे का है, और जेसीएम पूरी सरकार का। अर्थात् प्रश्न किसी रेल कर्मचारी को पूरी सरकार वाले मंच में रखे, तो आप जेसीएम में हैं।

WHAT MAY BE DISCUSSED, AND WHAT MAY NOTक्या चर्चा में आ सकता है, और क्या नहीं

JCM may discuss three classes of subject.

• CONDITIONS OF SERVICE
• WELFARE of employees
• Measures to improve EFFICIENCY and the STANDARD OF WORK

One line closes the door on the rest. NO INDIVIDUAL CASES can be discussed in JCM. So your own transfer or promotion has no place here, however strongly the union feels about it.जेसीएम तीन तरह के विषयों पर चर्चा कर सकता है।

एक पंक्ति बाकी सब पर दरवाजा बंद कर देती है। जेसीएम में कोई व्यक्तिगत मामला चर्चा में नहीं आ सकता। अर्थात् आपका अपना स्थानांतरण या पदोन्नति यहाँ नहीं आते, संघ चाहे उन पर कितना भी जोर दे।

THE THREE COUNCILSतीन परिषदें

JCM also works on THREE TIERS, and they are councils, not levels.

• The NATIONAL COUNCIL
• The DEPARTMENTAL COUNCIL
• The REGIONAL COUNCIL

Do not confuse these three with the three tiers of PNM, which are the railway, the Board and the tribunal. A question that names a council is about JCM, and a question that names a tribunal is about PNM. So one word in the question tells you which machinery you are being asked about.जेसीएम भी तीन स्तरों पर चलता है, और वे परिषदें हैं, स्तर नहीं।

इन तीनों को पीएनएम के तीन स्तरों से मत मिलाइए, जो रेलवे, बोर्ड और अधिकरण हैं। जो प्रश्न परिषद बताए वह जेसीएम का है, और जो अधिकरण बताए वह पीएनएम का। अर्थात् प्रश्न का एक शब्द ही आपको बता देता है कि पूछा किस तंत्र के बारे में जा रहा है।
