If there were savings under some sub-heads of a Grant which could have been RE-APPROPRIATED to cover an excess under other sub-heads, and the competent authority did not pass such an order, the reason for that failure must be explained.यदि किसी अनुदान के कुछ उप-शीर्षों में बचत थी जिसे अन्य उप-शीर्षों की अधिकता पूरी करने के लिए पुनर्विनियोजित किया जा सकता था, और सक्षम प्राधिकारी ने ऐसा आदेश नहीं दिया, तो उस चूक का कारण स्पष्ट करना होगा।

Equally, if a re-appropriation was made unnecessarily, or was made under a sub-head where there was no saving or not enough saving, the circumstances must be explained.इसी प्रकार, यदि पुनर्विनियोजन अनावश्यक रूप से किया गया, या ऐसे उप-शीर्ष के अंतर्गत किया गया जहाँ बचत थी ही नहीं या पर्याप्त नहीं थी, तो परिस्थितियाँ स्पष्ट करनी होंगी।

Savings caused by postponing expenditure or by discharging a liability later must be shown separately from savings caused by abandoning a scheme, economy, retrenchment or similar reasons.व्यय टालने या किसी देयता को बाद में चुकाने से हुई बचत को, योजना छोड़ने, मितव्ययिता, कटौती या इसी प्रकार के कारणों से हुई बचत से अलग दिखाना होगा।

All explanations must be drafted in close consultation with the controlling authorities, and must be precise and informative.सभी स्पष्टीकरण नियंत्रक प्राधिकारियों के निकट परामर्श से तैयार किए जाने चाहिए, और सटीक तथा जानकारीपूर्ण होने चाहिए।

VAGUE EXPLANATIONS must be avoided. Phrases such as 'saving is due to over-estimation' or 'excess is due to under-estimation' are specifically named in the Code as the kind of wording not to use.अस्पष्ट स्पष्टीकरण से बचना चाहिए। 'बचत अधिक अनुमान के कारण है' या 'अधिकता कम अनुमान के कारण है' जैसे वाक्यांशों को संहिता में विशेष रूप से ऐसे शब्दों के रूप में बताया गया है जिनका प्रयोग नहीं करना चाहिए।
