- A replacement is examined critically, to see whether REPAIR OR RECONDITIONING could avoid or postpone it
- Where replacement is needed, the new asset's average annual cost of service, or cost per unit, should be LESS than the reconditioned old one's
- Except where renewals are inevitable, DRF expenditure is justified like any other capital expenditure
- A replacement on grounds of ECONOMY must show the new asset's cost of service is less than the existing asset's

• Para 238 — RECONDITIONING
An asset repaired at comparatively high cost instead of being replaced is RECONDITIONED.
Its cost goes to ORDINARY REPAIRS AND MAINTENANCE, usually without detailed estimates.
- Detailed estimates are prepared for reconditioning works costing over RS 20,000 each
- For rolling stock, the limits are RS 25,000 for LOCOMOTIVES, RS 12,500 for CARRIAGES, and RS 5,000 for WAGONS, tenders, boilers and service motor-cars
- Paras 239 and 240 — SCRAPPING, CONDEMNING AND ABANDONING ASSETSAn asset may go without replacement when its SERVICE IS NO LONGER REQUIRED.
If the service is still needed from another arrangement, that must be shown MORE ECONOMICAL, by annual cost of service.
No financial justification is needed to condemn rolling stock in three cases.
- OVERAGED stock due for replacement, condemned before replacement
- Stock in ACCIDENTS certified irreparable, not merely 'beyond economical repairs'
- Non-IRS coaches and wagons of INHERENTLY WEAK DESIGN, condemned on condition

The second-hand value of an asset is what it is PRESENTLY WORTH, often different from its scrap value.
Except where separate rules exist, as for rails, locomotives and boilers, it is fixed by three rules.
- (i) The FIRST COST is a similar asset's value at PRESENT DAY PRICES, not what was originally paid
- (ii) An asset that does NOT DEPRECIATE has a second-hand value equal to its first cost
- (iii) A depreciating asset is valued so its annual cost of service EQUALS that of the same asset new
