WHERE THE RULES SITनियम कहाँ हैं

The rules regulating the seniority of NON-GAZETTED railway servants are in IREM VOLUME I, CHAPTER 3. The starting points are two.

• In the INITIAL RECRUITMENT GRADE, seniority is governed by the DATE OF JOINING
• For a PROMOTEE, it is the DATE OF PROMOTION

So before you argue about a list, ask which of those two dates the man came in on.अराजपत्रित रेल सेवकों की वरिष्ठता के नियम आईआरईएम खंड एक, अध्याय 3 में हैं। शुरुआत के दो बिंदु हैं।

• आरंभिक भर्ती ग्रेड में वरिष्ठता कार्यभार ग्रहण की तिथि से चलती है
• पदोन्नत व्यक्ति के लिए यह पदोन्नति की तिथि है

इसलिए किसी सूची पर बहस से पहले पूछिए कि वह व्यक्ति इन दो तिथियों में से किस पर आया।

SENIORITY AFTER AN RRB SELECTIONआरआरबी चयन के बाद वरिष्ठता

For recruitment through an RRB the seniority turns on whether there was a training.

• WITH training: by MERIT AT THE TRAINING SCHOOL
• WITHOUT training: by MERIT OF THE ENTRANCE EXAMINATION

Where a panel runs in two batches, the seniority is BATCH-WISE. So your place in the list may be settled after the training, and not on the day the result came out.आरआरबी से भर्ती में वरिष्ठता इस पर टिकती है कि प्रशिक्षण हुआ या नहीं।

• प्रशिक्षण के साथ: प्रशिक्षण विद्यालय की मेरिट से
• प्रशिक्षण के बिना: प्रवेश परीक्षा की मेरिट से

जहाँ एक पैनल दो बैच में चले, वहाँ वरिष्ठता बैचवार होती है। अर्थात् सूची में आपकी जगह प्रशिक्षण के बाद तय हो सकती है, उस दिन नहीं जिस दिन परिणाम आया।

SENIORITY IN THE HARDER CASESकठिन मामलों में वरिष्ठता

Three cases are read separately, and each has its own anchor.

• A MEDICALLY UNFIT railway servant is absorbed where his experience can be used
• A MEDICALLY DECATEGORISED employee is given seniority according to his LENGTH OF SERVICE
• An employee may acquire a DISABILITY after entering railway service
• His seniority for promotion as a person with benchmark disability counts from the DATE OF CERTIFICATION of the disability

So none of the three starts you afresh at the bottom, and each keeps something of what you had.तीन मामले अलग पढ़े जाते हैं, और हर एक का अपना आधार है।

• चिकित्सा दृष्टि से अयोग्य रेल सेवक वहाँ खपाया जाता है जहाँ उसका अनुभव काम आ सके
• चिकित्सा दृष्टि से निम्न कोटि किए गए कर्मचारी को उसकी सेवा की लंबाई के अनुसार वरिष्ठता दी जाती है
• कोई कर्मचारी रेल सेवा में आने के बाद दिव्यांग हो सकता है
• उसकी बेंचमार्क दिव्यांगता वाली पदोन्नति की वरिष्ठता दिव्यांगता के प्रमाणन की तिथि से गिनी जाती है

अर्थात् इनमें से कोई भी आपको नए सिरे से सबसे नीचे नहीं रखता, और हर एक आपका कुछ न कुछ बचा रखता है।
