A TENURE POST is a PERMANENT post. It is held for a LIMITED PERIOD. So the post outlasts the man in it, and the man in it does not outlast his tenure.अवधि पद एक स्थायी पद है। यह सीमित अवधि के लिए धारण किया जाता है। अर्थात् पद उस पर बैठे व्यक्ति से अधिक चलता है, और उस पर बैठा व्यक्ति अपनी अवधि से अधिक नहीं।

A SUPERNUMERARY POSTअधिसंख्य पद

Supernumerary posts are PERMANENT posts created under SPECIAL CIRCUMSTANCES. They are created for operation for a LIMITED PERIOD, at the DISCRETION of the authority competent to create posts. They are created for ADMINISTRATIVE CONVENIENCE. So a supernumerary post answers a situation, and not a permanent need in the cadre. The question bank keys three more points about it:

• It is PERSONAL to the incumbent
• Its creation can take the cadre ABOVE its sanctioned strength
• It carries NO promotional benefit

When an OCCUPIED post is surrendered, it is treated as SUPERNUMERARY as long as the incumbent is not posted elsewhere. A supernumerary post for surplus staff is created for not more than SIX MONTHS, and the staff are redeployed within that time. So if you are posted against one, the post goes when the circumstance that made it goes.अधिसंख्य पद विशेष परिस्थितियों में सृजित स्थायी पद होते हैं। वे सीमित अवधि के लिए, पद सृजित करने में सक्षम प्राधिकारी के विवेक पर सृजित किए जाते हैं। वे प्रशासनिक सुविधा के लिए बनाए जाते हैं। अर्थात् अधिसंख्य पद किसी स्थिति का उत्तर है, संवर्ग की किसी स्थायी आवश्यकता का नहीं। प्रश्न बैंक इसके बारे में तीन और बातें तय करता है:

• यह पदधारी के लिए व्यक्तिगत है
• इसके सृजन से संवर्ग अपनी स्वीकृत संख्या से ऊपर जा सकता है
• इस पर कोई पदोन्नति लाभ नहीं मिलता

जब भरा हुआ पद अभ्यर्पित किया जाता है, तो जब तक पदधारी कहीं और तैनात न हो, वह अधिसंख्य पद माना जाता है। अधिशेष कर्मचारियों के लिए अधिसंख्य पद छह माह से अधिक के लिए नहीं बनाया जाता, और उसी समय में कर्मचारियों को फिर से तैनात किया जाता है। अर्थात् आपकी तैनाती ऐसे पद पर हो, तो जिस परिस्थिति ने उसे बनाया, उसके जाते ही पद चला जाता है।

WHAT FOREIGN SERVICE MEANSविदेशी सेवा का अर्थ

FOREIGN SERVICE means service in which a railway servant receives pay, with the sanction of Government, from a particular source. That source is ANY SOURCE OTHER THAN the Consolidated Fund of India, or of a State, or of a Union Territory. So the test is where your pay comes from, and not where you sit or what work you do.विदेशी सेवा का अर्थ है वह सेवा जिसमें रेल सेवक, सरकार की स्वीकृति से, किसी विशेष स्रोत से वेतन पाता है। वह स्रोत भारत की, अथवा किसी राज्य या संघ राज्यक्षेत्र की संचित निधि से भिन्न कोई भी स्रोत है। अर्थात् कसौटी यह है कि आपका वेतन कहाँ से आता है, यह नहीं कि आप कहाँ बैठते हैं या क्या काम करते हैं।

WAITING FOR A POSTING ORDERतैनाती के आदेश की प्रतीक्षा

An officer may report for work and then wait for the orders of Government posting him to a particular post. That period of COMPULSORY WAITING is treated as DUTY. So the days the office takes to place you are not days out of your service.कोई अधिकारी काम पर रिपोर्ट करके, उसे किसी विशेष पद पर तैनात करने के सरकारी आदेशों की प्रतीक्षा कर सकता है। अनिवार्य प्रतीक्षा की वह अवधि ड्यूटी मानी जाती है। अर्थात् कार्यालय आपको तैनात करने में जो दिन लेता है, वे आपकी सेवा से बाहर के दिन नहीं हैं।

TEMPORARY SERVICE, AND POSTS AT THE TOPअस्थायी सेवा, और शीर्ष के पद

• As a temporary railway servant with more than THREE YEARS' continuous service, you are entitled to ONE MONTH'S notice before termination
• New posts at SAG level and above, that is Level 14 and above, need the approval of the APPOINTMENTS COMMITTEE OF THE CABINET

Both are keyed by the 2023 and 2025 APO papers. So write one month for the notice, and the ACC for the senior posts.

• तीन वर्ष से अधिक निरंतर सेवा वाले अस्थायी रेल सेवक के रूप में आप सेवा समाप्ति से पहले एक माह की सूचना के हकदार हैं
• वरिष्ठ प्रशासनिक ग्रेड और उससे ऊपर, अर्थात् स्तर 14 और उससे ऊपर, के नए पदों के लिए मंत्रिमंडल की नियुक्ति समिति की स्वीकृति चाहिए

दोनों बातें 2023 और 2025 के एपीओ प्रश्नपत्रों से हैं। अर्थात् सूचना के लिए एक माह, और वरिष्ठ पदों के लिए नियुक्ति समिति लिखिए।
