Inter-railway and inter-divisional transfer applications are processed THROUGH HRMS. A THRESHOLD VACANCY LEVEL is built into the transfer module.

• The competent authority may FORWARD your request only if the vacancy is BELOW the threshold
• It may RELIEVE you only if the vacancy is BELOW the threshold

The vacancy is counted in YOUR OWN CATEGORY OR CADRE, not across the division. So the module, and not the office, decides whether your file can move at all.अंतर-रेल तथा अंतर-मंडल स्थानांतरण आवेदन एचआरएमएस के माध्यम से संसाधित होते हैं। स्थानांतरण मॉड्यूल में एक रिक्ति सीमा स्तर जोड़ा गया है।

• सक्षम प्राधिकारी आपका अनुरोध तभी अग्रेषित कर सकता है जब रिक्ति सीमा से नीचे हो
• वह आपको तभी कार्यमुक्त कर सकता है जब रिक्ति सीमा से नीचे हो

रिक्ति आपके अपने संवर्ग अथवा श्रेणी में गिनी जाती है, पूरे मंडल में नहीं। अर्थात् आपकी फाइल आगे बढ़ेगी या नहीं, यह कार्यालय नहीं बल्कि मॉड्यूल तय करता है।

Suppose the threshold vacancy is fixed at 10 PER CENT.

• A transfer may be forwarded or effected while the vacancy stays BELOW 10 PER CENT
• Said the other way, the MANPOWER AVAILABLE must be MORE THAN 90 PER CENT

The two sentences say one thing, and a paper may ask you either of them. So read the stem carefully and see whether it speaks of vacancy or of availability.मान लीजिए रिक्ति सीमा 10 प्रतिशत नियत है।

• स्थानांतरण तभी अग्रेषित या प्रभावी किया जा सकता है जब रिक्ति 10 प्रतिशत से नीचे रहे
• दूसरे शब्दों में, उपलब्ध जनशक्ति 90 प्रतिशत से अधिक होनी चाहिए

दोनों वाक्य एक ही बात कहते हैं, और प्रश्नपत्र इनमें से कोई भी रूप पूछ सकता है। इसलिए प्रश्न ध्यान से पढ़िए और देखिए कि वह रिक्ति की बात कर रहा है या उपलब्धता की।

WHO FIXES THE THRESHOLD, AND FOR WHICH CATEGORIESसीमा कौन नियत करता है, और किन श्रेणियों के लिए

The threshold vacancy is fixed by the RESPECTIVE PHOD OR GENERAL MANAGER. It is fixed PRIMARILY FOR ESSENTIAL SAFETY CATEGORIES, and that phrase is read narrowly.

• Only categories DIRECTLY RELATED TO TRAIN OPERATIONS AND SAFETY qualify
• CRIS incorporates the value the railway fixes into the HRMS transfer module

So if you work in a safety category, expect a threshold to sit between you and a transfer.रिक्ति सीमा संबंधित पीएचओडी अथवा महाप्रबंधक द्वारा नियत की जाती है। यह मुख्यतः अनिवार्य संरक्षा श्रेणियों के लिए नियत होती है, और यह पद संकुचित अर्थ में पढ़ा जाता है।

• केवल वे श्रेणियाँ पात्र हैं जो गाड़ी संचालन तथा संरक्षा से सीधे जुड़ी हैं
• रेल जो मान नियत करती है, क्रिस उसे एचआरएमएस के स्थानांतरण मॉड्यूल में सम्मिलित करता है

अर्थात् यदि आप संरक्षा श्रेणी में हैं, तो आपके और स्थानांतरण के बीच एक सीमा बैठी रहेगी।

TWO SAFEGUARDS SIT ON TOP OF THE THRESHOLDसीमा के ऊपर दो सुरक्षा-उपाय बैठे हैं

Each application is considered INDIVIDUALLY AND SEQUENTIALLY as per the rules.

• It must be approved PERSONALLY, under the DIGITAL SIGNATURE of the DRM, the forwarding officer or the accepting officer
• THIS POWER SHALL NOT BE DELEGATED

Transfer requests to non-essential and non-safety categories must not be entertained at the expense of safety and operational categories. The existing IRRT rules continue to apply alongside all of this. So no clerk can clear your file, and no transfer can hollow out a running room.प्रत्येक आवेदन पर नियमानुसार अलग-अलग तथा क्रमवार विचार किया जाता है।

• उसे मंडल रेल प्रबंधक, अग्रेषण अधिकारी अथवा स्वीकृति अधिकारी के डिजिटल हस्ताक्षर से व्यक्तिगत रूप से अनुमोदित करना होगा
• यह शक्ति प्रत्यायोजित नहीं की जाएगी

गैर-अनिवार्य एवं गैर-संरक्षा श्रेणियों में स्थानांतरण अनुरोध संरक्षा तथा परिचालन श्रेणियों की कीमत पर स्वीकार नहीं किए जाएँगे। विद्यमान आईआरआरटी नियम इस सबके साथ-साथ लागू रहते हैं। अर्थात् न कोई लिपिक आपकी फाइल पास कर सकता है, न कोई स्थानांतरण रनिंग रूम खाली कर सकता है।
