First appointments to a Group 'A' post in railway service are made by THE PRESIDENT, on the recommendation of the UPSC. All SUBSTANTIVE PROMOTIONS to Railway Services Group 'A' are also made by THE PRESIDENT. So both the door into Group A and the ladder inside it run through the same authority. The frequency of selection for a Group 'B' post is 2 YEARS AT MAXIMUM. So the selection cannot be put off indefinitely, and your chance comes round at least once in two years.समूह 'ख' पद के लिए चयन की आवृत्ति अधिकतम 2 वर्ष है। अर्थात् चयन अनिश्चित काल तक टाला नहीं जा सकता, और आपका अवसर कम से कम दो वर्ष में एक बार आता है।

Exams have expected the same two years for a Group C employee promoted to a Group B gazetted post.
