The NRUCC was constituted in 1953 to give railway users better representation and more frequent opportunities to consult the Railways about the services provided.एनआरयूसीसी का गठन 1953 में हुआ, ताकि रेल उपयोगकर्ताओं को बेहतर प्रतिनिधित्व और सेवाओं पर परामर्श के अधिक अवसर मिलें।

The councils exist at THREE levels — the National Railway Users' Consultative Council, a Zonal council on each railway, and a Divisional council on each division.ये परिषदें तीन स्तरों पर हैं — राष्ट्रीय रेल उपयोगकर्ता परामर्शदात्री परिषद, प्रत्येक रेलवे पर क्षेत्रीय परिषद, तथा प्रत्येक मंडल पर मंडल परिषद।

It advises Indian Railways on improving the quality and efficiency of its services.यह भारतीय रेलवे को अपनी सेवाओं की गुणवत्ता और दक्षता सुधारने पर सलाह देती है।

They speak for the USER, not the employee. That is what separates them from PNM and JCM, which are staff forums — the councils carry the passenger's and the trader's complaint.ये उपयोगकर्ता के लिए बोलती हैं, कर्मचारी के लिए नहीं। यही इन्हें पीएनएम और जेसीएम से अलग करता है, जो कर्मचारी मंच हैं — ये परिषदें यात्री और व्यापारी की शिकायत उठाती हैं।

The Council has 7 persons; members hold office for not more than 2 years; it meets at least once a year and the Railway Minister presides.परिषद में 7 व्यक्ति होते हैं; सदस्य 2 वर्ष से अधिक पद पर नहीं रहते; बैठक वर्ष में कम से कम एक बार होती है और अध्यक्षता रेल मंत्री करते हैं।

Their recommendations are ADVISORY. The Railway Administration is expected to consider them and to explain what it did, but it is not bound to accept them.इनकी सिफारिशें परामर्शी होती हैं। रेल प्रशासन से अपेक्षा है कि उन पर विचार करे और बताए कि उसने क्या किया, किंतु उन्हें स्वीकार करने को बाध्य नहीं है।

Members are appointed by the Railway Minister from various ministries, railway committees, organisations and eminent persons interested in railway problems.सदस्यों की नियुक्ति रेल मंत्री द्वारा विभिन्न मंत्रालयों, रेलवे समितियों, संगठनों तथा रेलवे की समस्याओं में रुचि रखने वाले प्रतिष्ठित व्यक्तियों में से की जाती है।

Members are NOMINATED rather than elected — drawn from chambers of commerce, trade and industry associations, and public representatives, so that the users who actually deal with the Railways are heard.सदस्य निर्वाचित नहीं, नामित होते हैं — वाणिज्य मंडलों, व्यापार एवं उद्योग संघों तथा जन प्रतिनिधियों से लिए जाते हैं, ताकि वे उपयोगकर्ता सुने जाएँ जो वास्तव में रेलवे से व्यवहार करते हैं।
