WHAT THE ESTIMATES COMMITTEE EXAMINES, AND WHO SITS ON ITप्राक्कलन समिति क्या जाँचती है, और उसमें कौन बैठता है

The Estimates Committee examines such estimates as it may deem fit, or as are specifically referred to it by Parliament.

• It has 30 MEMBERS, all from the LOK SABHA
• They are chosen EVERY YEAR
• NO MINISTER sits on it

So if you see a Rajya Sabha member placed on the Estimates Committee, the option is wrong.प्राक्कलन समिति ऐसे प्राक्कलन जाँचती है जिन्हें वह उचित समझे, या जो संसद विशेष रूप से उसे भेजे।

• इसमें 30 सदस्य हैं, सभी लोक सभा से
• वे हर वर्ष चुने जाते हैं
• इसमें कोई मंत्री नहीं बैठता

अर्थात् यदि आप प्राक्कलन समिति में राज्य सभा सदस्य रखा देखें, तो वह विकल्प गलत है।

WHAT THE ESTIMATES COMMITTEE REPORTS ONप्राक्कलन समिति किन बातों पर प्रतिवेदन देती है

The Committee reports on four things, and papers ask for all four together.

• What ECONOMIES, improvements in organisation, efficiency or administrative reform may be made, consistent with the policy behind the estimates
• ALTERNATIVE POLICIES that would bring efficiency and economy in administration
• Whether the money is WELL LAID OUT within the limits of the policy implied in the estimates
• The FORM in which the estimates shall be presented to Parliament

So if an option lists all four functions, you can choose "all of these" with confidence.समिति चार बातों पर प्रतिवेदन देती है, और प्रश्नपत्र चारों को साथ पूछते हैं।

• प्राक्कलनों के पीछे की नीति के अनुरूप क्या मितव्ययिता, संगठन में सुधार, दक्षता या प्रशासनिक सुधार हो सकते हैं
• प्रशासन में दक्षता और मितव्ययिता लाने वाली वैकल्पिक नीतियाँ
• क्या प्राक्कलनों में निहित नीति की सीमा में धन ठीक से लगाया गया है
• प्राक्कलन संसद के समक्ष किस रूप में प्रस्तुत हों

अर्थात् यदि कोई विकल्प चारों कार्य गिनाए, तो आप विश्वास से "ये सभी" चुन सकते हैं।

THE ESTIMATES COMMITTEE'S JOB IS AN EFFICIENCY AUDITप्राक्कलन समिति का काम दक्षता लेखापरीक्षा है

The departmental notes describe the Committee's work in one question.

• It examines the ESTIMATES INCLUDED IN THE BUDGET
• Its job is an "EFFICIENCY AUDIT": can this be done for less money?

So when you are asked which committee looks for economy in the estimates, the answer is this one.विभागीय नोट्स समिति का काम एक प्रश्न में बताते हैं।

• यह बजट में शामिल प्राक्कलनों की जाँच करती है
• इसका काम "दक्षता लेखापरीक्षा" है: क्या यह कम धन में हो सकता है?

अर्थात् जब पूछा जाए कि कौन-सी समिति प्राक्कलनों में मितव्ययिता खोजती है, तो उत्तर यही है।

THE ESTIMATES COMMITTEE LOOKS AHEAD, THE PAC LOOKS BACKप्राक्कलन समिति आगे देखती है, लोक लेखा समिति पीछे

The two committees are paired in papers, and they stand at opposite ends of the year.

• The ESTIMATES COMMITTEE examines ESTIMATES, before the money is spent
• The PUBLIC ACCOUNTS COMMITTEE examines the AUDIT REPORT AND APPROPRIATION ACCOUNTS, after it is spent
• Neither committee has a MINISTER as a member

So decide whether a question is about an estimate or an account, and you have your committee.दोनों समितियाँ प्रश्नपत्रों में साथ आती हैं, और वर्ष के विपरीत सिरों पर खड़ी हैं।

• प्राक्कलन समिति धन खर्च होने से पहले प्राक्कलनों की जाँच करती है
• लोक लेखा समिति खर्च होने के बाद लेखापरीक्षा प्रतिवेदन और विनियोग लेखों की जाँच करती है
• किसी भी समिति में कोई मंत्री सदस्य नहीं होता

अर्थात् तय कीजिए कि प्रश्न प्राक्कलन का है या लेखे का, आपकी समिति मिल जाएगी।
