Every railway servant must clearly understand that he will be held personally responsible for any loss caused to Government through his own fraud or negligence.प्रत्येक रेल सेवक को स्पष्ट रूप से समझना चाहिए कि अपनी धोखाधड़ी या लापरवाही से सरकार को हुई किसी भी हानि के लिए वे व्यक्तिगत रूप से जिम्मेदार ठहराए जाएँगे।

Responsibility is PERSONAL and it does not end with a transfer or with retirement. Leaving the post does not leave the liability behind.उत्तरदायित्व व्यक्तिगत है और स्थानांतरण या सेवानिवृत्ति से समाप्त नहीं होता। पद छोड़ने से दायित्व पीछे नहीं छूटता।

He is also responsible for a loss caused by another railway servant's fraud or negligence, to the extent it can be shown that his own action or negligence contributed to that loss.वे किसी अन्य रेल सेवक की धोखाधड़ी या लापरवाही से हुई हानि के लिए भी उस सीमा तक जिम्मेदार हैं, जहाँ तक यह दिखाया जा सके कि उनके अपने कार्य या लापरवाही ने उस हानि में योगदान दिया।

A supervisor is not absolved because a subordinate caused the loss. Where the loss was made possible by a failure to supervise, the failure to supervise is itself the negligence.अधीनस्थ द्वारा हानि होने से पर्यवेक्षक मुक्त नहीं हो जाता। जहाँ पर्यवेक्षण में चूक से हानि संभव हुई, वहाँ पर्यवेक्षण की वह चूक ही उपेक्षा है।

Every loss must be REPORTED at once, whatever its size. It is the concealment or the delay, far more often than the loss itself, that turns a mistake into misconduct.प्रत्येक हानि तुरंत रिपोर्ट करनी चाहिए, आकार चाहे जो हो। हानि से कहीं अधिक बार छिपाव या विलंब ही भूल को कदाचार में बदल देता है।
