1. Expenditure should not prima facie be more than the OCCASION DEMANDS. Every government servant must exercise the same vigilance over public money as a person of ordinary prudence would over his own money.1. व्यय प्रथम दृष्टया अवसर की माँग से अधिक नहीं होना चाहिए। प्रत्येक सरकारी कर्मचारी को सार्वजनिक धन के प्रति वही सतर्कता बरतनी चाहिए जो एक सामान्य विवेकशील व्यक्ति अपने धन के प्रति बरतता है।

2. No authority should exercise its powers of sanctioning expenditure to pass an order that will be directly or indirectly to its own advantage.2. कोई भी प्राधिकारी अपनी व्यय स्वीकृति की शक्तियों का प्रयोग ऐसा आदेश पारित करने के लिए न करे जो प्रत्यक्ष या अप्रत्यक्ष रूप से उसके स्वयं के लाभ में हो।

3. PUBLIC MONEY should not be used for the benefit of a particular person or section of the community, unless the amount is insignificant, or the claim could be enforced in a court of law, or the expenditure is in pursuance of a recognised policy or custom.3. सार्वजनिक धन का उपयोग किसी विशेष व्यक्ति या समुदाय के वर्ग के लाभ के लिए नहीं होना चाहिए, जब तक कि राशि नगण्य न हो, या दावा न्यायालय में प्रवर्तनीय न हो, या व्यय किसी मान्यता प्राप्त नीति या प्रथा के अनुसरण में न हो।

4. Allowances such as travelling allowance, granted to meet a particular type of expenditure, should be so regulated that they are not on the whole a source of profit to the recipient.4. यात्रा भत्ता जैसे भत्ते, जो किसी विशेष प्रकार के व्यय की पूर्ति के लिए दिए जाते हैं, इस प्रकार विनियमित हों कि वे कुल मिलाकर प्राप्तकर्ता के लिए लाभ का स्रोत न बनें।
