Study leave is granted for 12 MONTHS AT A TIME, and for not more than 24 MONTHS in all during the entire service.अध्ययन अवकाश एक बार में 12 माह के लिए दिया जाता है, और संपूर्ण सेवा में कुल मिलाकर 24 माह से अधिक नहीं।

The test for granting study leave is the RAILWAYS’ interest, not the employee’s career. The course must be certified as useful to railway working, which is why a request is examined on what the Railways will get back rather than on what the employee will gain.अध्ययन अवकाश देने की कसौटी रेलवे का हित है, कर्मचारी का करियर नहीं। पाठ्यक्रम को रेल कार्य हेतु उपयोगी प्रमाणित होना चाहिए, इसीलिए अनुरोध इस पर परखा जाता है कि रेलवे को क्या मिलेगा।

DOCTORS are the exception. For a post-graduate course in medicine or for research, study leave may run to 36 MONTHS, and that requires the PERSONAL APPROVAL OF THE GENERAL MANAGER.चिकित्सक अपवाद हैं। चिकित्सा में स्नातकोत्तर पाठ्यक्रम अथवा अनुसंधान हेतु अध्ययन अवकाश 36 माह तक चल सकता है, और इसके लिए महाप्रबंधक का व्यक्तिगत अनुमोदन आवश्यक है।

The BOND has teeth. If the railway servant resigns, retires voluntarily or otherwise fails to serve the bonded period after returning, the leave salary and the other expenses of the study become RECOVERABLE from him.बंधपत्र प्रभावी है। यदि रेल सेवक लौटने के बाद त्यागपत्र देता है, स्वैच्छिक सेवानिवृत्ति लेता है अथवा बंधी अवधि की सेवा नहीं करता, तो अवकाश वेतन तथा अध्ययन के अन्य व्यय उससे वसूली योग्य हो जाते हैं।

A BOND must be executed. Every employee undertakes to serve the Railways for at least 3 YEARS after the leave ends — and a DOCTOR must bond for 8 YEARS.एक बंधपत्र निष्पादित करना होता है। प्रत्येक कर्मचारी अवकाश समाप्त होने के बाद कम से कम 3 वर्ष रेलवे की सेवा करने का वचन देता है — और चिकित्सक को 8 वर्ष का बंधपत्र देना होता है।

Note the two bond lengths together, because the contrast is the examinable part — THREE YEARS for a railway servant generally, and EIGHT YEARS for a doctor. The doctor gets the longer study leave and pays for it with the longer bond.दोनों बंध अवधियाँ साथ ध्यान दें, क्योंकि यही अंतर परीक्षा योग्य है — सामान्य रेल सेवक हेतु तीन वर्ष, तथा चिकित्सक हेतु आठ वर्ष। चिकित्सक को लंबा अध्ययन अवकाश मिलता है और वह लंबे बंधपत्र से उसकी कीमत चुकाता है।

Leave salary during study leave is PAY PLUS DEARNESS ALLOWANCE ONLY, whether the course is in India or abroad. Other allowances do not continue.अध्ययन अवकाश के दौरान अवकाश वेतन केवल वेतन और महँगाई भत्ता है, पाठ्यक्रम भारत में हो या विदेश में। अन्य भत्ते जारी नहीं रहते।

The STUDY ALLOWANCE that used to be paid on top has been DELETED by the 7th CPC.
