Rule 3 is the heart of the Conduct Rules. Every railway servant shall at all times maintain ABSOLUTE INTEGRITY, maintain devotion to duty, and do nothing which is unbecoming of a railway servant. These three are asked most often.नियम 3 आचरण नियमों का मूल है। प्रत्येक रेल सेवक हर समय पूर्ण सत्यनिष्ठा बनाए रखेगा, कर्तव्य के प्रति समर्पण बनाए रखेगा, और ऐसा कुछ नहीं करेगा जो रेल सेवक के लिए अशोभनीय हो। ये तीनों सबसे अधिक पूछे जाते हैं।

He must commit himself to and uphold the supremacy of the Constitution and democratic values, and defend the sovereignty and integrity of India, the security of the State, public order, decency and morality.उसे संविधान की सर्वोच्चता और लोकतांत्रिक मूल्यों के प्रति प्रतिबद्ध रहना और उन्हें बनाए रखना होगा, तथा भारत की संप्रभुता एवं अखंडता, राज्य की सुरक्षा, लोक व्यवस्था, शिष्टता और नैतिकता की रक्षा करनी होगी।

He must maintain high ethical standards and honesty, and maintain POLITICAL NEUTRALITY.उसे उच्च नैतिक मानक और ईमानदारी बनाए रखनी होगी, तथा राजनीतिक तटस्थता बनाए रखनी होगी।

He must promote the principles of merit, fairness and impartiality, and maintain accountability and transparency.उसे योग्यता, निष्पक्षता और तटस्थता के सिद्धांतों को बढ़ावा देना होगा, तथा जवाबदेही और पारदर्शिता बनाए रखनी होगी।

He must be responsive to the public — particularly to the weaker sections — and maintain courtesy and good behaviour with the public.उसे जनता के प्रति, विशेषकर कमजोर वर्गों के प्रति, उत्तरदायी रहना होगा, तथा जनता के साथ शिष्टता और अच्छा व्यवहार बनाए रखना होगा।

He must take decisions solely in public interest, and use public resources efficiently, effectively and economically.उसे केवल लोकहित में निर्णय लेने होंगे, और सार्वजनिक संसाधनों का कुशल, प्रभावी और मितव्ययी उपयोग करना होगा।

He must declare any private interest relating to his public duties, and resolve any conflict in a way that protects the public interest.उसे अपने सरकारी कर्तव्यों से संबंधित किसी भी निजी हित की घोषणा करनी होगी, और किसी भी टकराव को इस प्रकार सुलझाना होगा कि लोकहित सुरक्षित रहे।

He must not place himself under any financial or other obligation to any individual or organisation that may influence him in performing his official duties.उसे किसी ऐसे व्यक्ति या संगठन के प्रति वित्तीय या अन्य दायित्व में नहीं बंधना चाहिए जो उसके सरकारी कर्तव्य निर्वहन को प्रभावित कर सके।

He must not misuse his position, and must not take decisions to get financial or material benefit for himself, his family or his friends. Choices, decisions and recommendations must be made on merit alone.उसे अपने पद का दुरुपयोग नहीं करना चाहिए, और ऐसे निर्णय नहीं लेने चाहिए जिनसे उसे, उसके परिवार या मित्रों को वित्तीय या भौतिक लाभ हो। चयन, निर्णय और सिफारिशें केवल योग्यता के आधार पर होनी चाहिए।
