Without the previous sanction of the Government, no railway servant shall engage directly or indirectly in any trade or business.सरकार की पूर्व स्वीकृति के बिना कोई रेल सेवक प्रत्यक्ष या अप्रत्यक्ष रूप से किसी व्यापार या व्यवसाय में संलग्न नहीं होगा।

PREVIOUS SANCTION means sanction obtained BEFORE the activity begins. Applying afterwards, or assuming that nobody will object, does not cure the breach.पूर्व स्वीकृति का अर्थ है गतिविधि आरंभ होने से पहले प्राप्त की गई स्वीकृति। बाद में आवेदन करना, या यह मान लेना कि कोई आपत्ति नहीं करेगा, उल्लंघन को ठीक नहीं करता।

He shall not negotiate for, or undertake, any other employment.वह किसी अन्य नियोजन के लिए बातचीत नहीं करेगा और न ही उसे स्वीकार करेगा।

The reason behind the rule is CONFLICT OF INTEREST and the claim on a servant's time. A railway servant's working hours belong to the Railways, and a private business can pull his judgement in another direction.नियम के पीछे कारण है हितों का टकराव तथा सेवक के समय पर दावा। रेल सेवक के कार्य घंटे रेलवे के हैं, और निजी व्यवसाय उसके निर्णय को दूसरी दिशा में खींच सकता है।

He shall not hold an elective office, or canvass for a candidate for an elective office, in any body whether incorporated or not.वह किसी निकाय में, चाहे वह निगमित हो या न हो, कोई निर्वाचित पद धारण नहीं करेगा, और न ही किसी निर्वाचित पद के उम्मीदवार के लिए प्रचार करेगा।

The duty extends to the FAMILY. Where a member of the family engages in a trade or business, or owns or manages an undertaking, the railway servant must REPORT it — he is not required to stop it, but he cannot stay silent.यह कर्तव्य परिवार तक फैला है। जहाँ परिवार का कोई सदस्य किसी व्यापार या व्यवसाय में संलग्न हो, अथवा किसी उपक्रम का स्वामी या प्रबंधक हो, वहाँ रेल सेवक को उसकी रिपोर्ट करनी होगी — उसे रोकना आवश्यक नहीं, किंतु चुप रहना अनुमत नहीं।

He shall not canvass in support of any insurance agency, commission agency or similar business owned or managed by a member of his family.वह अपने परिवार के किसी सदस्य के स्वामित्व या प्रबंधन वाली किसी बीमा एजेंसी, कमीशन एजेंसी या इसी प्रकार के व्यवसाय के समर्थन में प्रचार नहीं करेगा।

Breach of this rule is MISCONDUCT and attracts action under the Discipline and Appeal Rules. The penalty follows the gravity — a first, minor lapse is not treated like a business run for years.इस नियम का उल्लंघन कदाचार है और अनुशासन एवं अपील नियमों के अंतर्गत कार्रवाई का कारण बनता है। दंड गंभीरता के अनुसार होता है — पहली, छोटी चूक को वर्षों चलाए गए व्यवसाय जैसा नहीं माना जाता।

Except in discharge of his official duties, he shall not take part in the registration, promotion or management of any bank or company registered under the Companies Act, or of any co-operative society for commercial purposes.अपने सरकारी कर्तव्यों के निर्वहन को छोड़कर, वह कंपनी अधिनियम के अंतर्गत पंजीकृत किसी बैंक या कंपनी, अथवा वाणिज्यिक उद्देश्य वाली किसी सहकारी समिति के पंजीकरण, संवर्धन या प्रबंधन में भाग नहीं लेगा।

He shall not participate in the making of a sponsored radio or television programme.वह किसी प्रायोजित रेडियो या टेलीविजन कार्यक्रम के निर्माण में भाग नहीं लेगा।
