This is the commonest mistake you can make in the whole subject. Read the Article itself and the point settles at once.
- WHAT ARTICLE 343(1) SAYSThat the OFFICIAL LANGUAGE OF THE UNION shall be HINDI IN DEVANAGARI SCRIPT.
- WHAT IT DOES NOT SAYIt says nothing about a NATIONAL language. And no other Article confers that status on Hindi or on any other language. So the correct statement is short. Hindi is the OFFICIAL LANGUAGE OF THE UNION. It is not the national language of India, because India has none. Now why does everyone get this wrong? Because in ordinary speech we say "national language" loosely for the language most people share. The Constitution does not use the phrase at all. An examiner asking this question is testing exactly that gap, between common speech and the enacted text.

This trap catches the person who has read widely.
- WHAT SOME OFFICIAL DOCUMENTS SAYThe 9th Report of the Committee of Parliament on Official Language opens by saying something striking. In India, Hindi has been adopted as the NATIONAL LANGUAGE, OFFICIAL LANGUAGE and LINGUA FRANCA.
- WHY THAT IS NOT AN AUTHORITYThat is the language of an INTRODUCTION, written to set a tone. It is not the language of the Constitution. ARTICLE 343 designates Hindi as the OFFICIAL LANGUAGE OF THE UNION, and nothing in the Constitution creates a national language.
- HOW TO HANDLE IT IN THE PAPERIf a question quotes that phrase, it is testing whether you can tell what a report says loosely from what the Constitution enacts. Answer from the Constitution. And notice the honest position to hold. You are not saying the report is wrong to be proud of Hindi. You are saying a preamble to a report cannot amend Article 343.

THREE WORDS THAT ARE NOT THE SAMEतीन शब्द जो एक जैसे नहीं हैं
Read the question's wording before you reach for an answer. These three are asked against each other.
- OFFICIAL LANGUAGEThe language in which government does its business. Hindi for the Union, under ARTICLE 343. Each State has its own as well.
- NATIONAL LANGUAGEA language symbolising the nation as a whole. The Constitution confers this on NO language at all.
- SCHEDULED LANGUAGEOne of the twenty-two listed in the EIGHTH SCHEDULE. It brings recognition and a claim to development. It does not by itself make a language official anywhere. Now a fourth word you will meet in reading, though not in the Constitution's operative Articles.
- LINGUA FRANCA, OR LINK LANGUAGEThe language people of different mother tongues actually use to talk to each other. This is a fact about usage, not a legal status. So Hindi is an official language, a scheduled language, and in much of the country a link language. It is not a national language. Four labels, three of which fit, and knowing which one does not is what the question is for.

- अनुसूचित भाषाआठवीं अनुसूची में सूचीबद्ध बाईस में से एक। इससे मान्यता मिलती है और विकास का दावा बनता है। इससे अपने आप कहीं भी राजभाषा का दर्जा नहीं मिलता। अब एक चौथा शब्द, जो पढ़ने में मिलेगा, यद्यपि संविधान के क्रियात्मक अनुच्छेदों में नहीं है।
- संपर्क भाषावह भाषा जिसे अलग-अलग मातृभाषा वाले लोग आपस में बात करने के लिए वास्तव में प्रयोग करते हैं। यह प्रयोग का तथ्य है, कोई विधिक दर्जा नहीं। तो हिंदी राजभाषा है, अनुसूचित भाषा है, और देश के बड़े भाग में संपर्क भाषा है। यह राष्ट्रभाषा नहीं है। चार नाम, जिनमें तीन बैठते हैं, और कौन-सा नहीं बैठता — प्रश्न इसी के लिए है।

WHAT THE WORD RAJBHASHA ITSELF TELLS YOU"राजभाषा" शब्द स्वयं आपको क्या बताता है
The Hindi word carries the answer inside it, and once you see that, the distinction stops being something to memorise.
- BREAK THE WORD OPENRAJBHASHA is the language of RAJKAJ — the language in which the business of government is conducted. Not the language of the nation. The language of the work.
- AND THE HISTORY FITS THAT MEANINGIndia's central working language has changed many times, and each time it was chosen for administration rather than for national feeling. SANSKRIT in the ancient period. Then PALI and PRAKRIT in the business of state. Then APABHRAMSHA, out of which Hindi and the other modern Indian languages grew.
- UNDER THE TURKS AND AFGHANS AND THE MUGHALSThe central language became PERSIAN. But no administration can run without the language of the people. So Hindi came into use ALONGSIDE it. That Old Hindi continued as a co-official language under the Mughals. Now look at what that history shows. A working language sitting beside the ruler's language is not a modern invention. Hindi and English today are doing what Old Hindi and Persian did then. An official language is chosen for administration, and that has never been the same thing as a national language.

- तुर्कों, अफगानों और मुगलों के समयकेंद्रीय भाषा फारसी हो गई। किंतु कोई प्रशासन जनता की भाषा के बिना नहीं चल सकता। इसलिए उसके साथ-साथ हिंदी भी प्रयोग में आई। वही पुरानी हिंदी मुगलों के अधीन सह-राजभाषा के रूप में चलती रही। अब देखिए यह इतिहास क्या दिखाता है। शासक की भाषा के साथ एक कामकाजी भाषा का चलना कोई आधुनिक आविष्कार नहीं है। आज हिंदी और अंग्रेजी वही कर रही हैं जो तब पुरानी हिंदी और फारसी करती थीं। राजभाषा प्रशासन के लिए चुनी जाती है, और यह कभी भी राष्ट्रभाषा के समान बात नहीं रही।
