HOW A STATE GETS AN OFFICIAL LANGUAGE AT ALLकिसी राज्य को राजभाषा मिलती कैसे है
Before the list, understand where it comes from. That one point explains why the list looks so uneven.
- THE POWER IS THE STATE'S OWNUnder ARTICLE 345, the Legislature of a State may BY LAW adopt an official language for that State. It may take any ONE OR MORE of the languages IN USE IN THAT STATE, or HINDI.
- SO IT IS STATE LAW, NOT A UNION ALLOTMENTThe Union does not assign a State its language. The State's own Legislature chooses. That is why several States name TWO or more languages, and why the choices vary so widely. It is also why English survives as the official language in a few places.
- INDIA THEREFORE HAS OFFICIAL LANGUAGES AT TWO LEVELSThe Union's, under Article 343, and each State's, under Article 345. They need NOT be the same. Now connect this to what you have already studied. Because the two levels can differ, somebody has to say what language a Hindi State uses when writing to a non-Hindi State. That is exactly why the Official Languages Act and the Region A, B and C scheme exist. The list below is the reason those rules were needed.
- यह शक्ति राज्य की अपनी हैअनुच्छेद 345 के अधीन, किसी राज्य का विधानमंडल विधि द्वारा उस राज्य में प्रयुक्त भाषाओं में से किसी एक या अधिक को, अथवा हिंदी को, उस राज्य की राजभाषा के रूप में अपना सकता है।
- अर्थात् यह राज्य की विधि है, संघ का आबंटन नहींसंघ किसी राज्य को उसकी भाषा नहीं देता। राज्य का अपना विधानमंडल चुनता है। इसीलिए कई राज्य दो या अधिक भाषाएँ नाम लेते हैं, और इसीलिए चुनाव इतने भिन्न हैं। इसीलिए कुछ जगहों पर अंग्रेजी राजभाषा के रूप में बची हुई है।
- इसलिए भारत में राजभाषाएँ दो स्तरों पर हैंसंघ की, अनुच्छेद 343 के अधीन, और हर राज्य की, अनुच्छेद 345 के अधीन। इनका एक होना आवश्यक नहीं है। अब इसे उससे जोड़िए जो आप पहले पढ़ चुके हैं। चूँकि दोनों स्तर भिन्न हो सकते हैं, इसलिए किसी को यह बताना ही होगा कि हिंदी राज्य किसी अहिंदी राज्य को लिखते समय कौन-सी भाषा प्रयोग करे। राजभाषा अधिनियम और क्षेत्र "क", "ख", "ग" की योजना ठीक इसीलिए हैं। नीचे दी सूची ही वह कारण है जिससे वे नियम आवश्यक हुए।

THE PLACES WHERE THE OFFICIAL LANGUAGE IS ENGLISHवे स्थान जहाँ राजभाषा अंग्रेजी है
These are the counter-intuitive answers, and they are what gets asked. If a question offers English as an option, it is almost certainly pointing at one of these.
- ENGLISH ALONE, AMONG THE STATESARUNACHAL PRADESH and NAGALAND.
- ENGLISH WITH OTHERSMEGHALAYA has ENGLISH, with KHASI and GARO as additional languages.
- ENGLISH ALONE, AMONG THE UNION TERRITORIESCHANDIGARH. Everywhere else the official language is an Indian language. Now think for a moment about why these places chose English. In the North East, a State may have many languages and no single one that all its people share. English is the neutral choice that favours nobody. Once you see the reason, you will not have to memorise the four names separately. And hold Arunachal Pradesh especially firmly. You met it in the Rules chapter as a Region C State. Here it is again, as a State whose own official language is English. It turns up in two different answers, which is exactly why examiners like it.
- राज्यों में, केवल अंग्रेजीअरुणाचल प्रदेश और नागालैंड।
- अंग्रेजी, दूसरों के साथमेघालय में अंग्रेजी है, और खासी तथा गारो अतिरिक्त भाषाएँ हैं।
- संघ राज्यक्षेत्रों में, केवल अंग्रेजीचंडीगढ़। बाकी हर जगह राजभाषा कोई भारतीय भाषा है। अब एक क्षण सोचिए कि इन स्थानों ने अंग्रेजी क्यों चुनी। पूर्वोत्तर में किसी राज्य में अनेक भाषाएँ हो सकती हैं और ऐसी कोई एक नहीं जो उसके सभी लोगों में साझी हो। अंग्रेजी वह तटस्थ चुनाव है जो किसी का पक्ष नहीं लेता। कारण दिख जाने पर आपको ये चार नाम अलग से रटने नहीं पड़ेंगे। और अरुणाचल प्रदेश को विशेष रूप से मजबूती से पकड़िए। नियम वाले अध्याय में यह आपको क्षेत्र "ग" के राज्य के रूप में मिला था। यहाँ फिर मिल रहा है, ऐसे राज्य के रूप में जिसकी अपनी राजभाषा अंग्रेजी है। यह दो अलग-अलग उत्तरों में आता है, और परीक्षक इसे इसीलिए पसंद करते हैं।

THE THREE ENTRIES EXAMINERS PICK OUT OF THE LISTसूची में से परीक्षक जिन तीन प्रविष्टियों को चुनते हैं
The table below carries every State and Union Territory. These three are the ones that come up again and again, so learn them before the rest.
- SIKKIM NAMES THE MOSTSIKKIM names more languages than any other State — ENGLISH, NEPALI, SIKKIMESE and LEPCHA, with several more as additional. If a question asks which State has the most official languages, this is the answer.
- GOA NAMES TWO TOGETHERGOA has KONKANI AND ENGLISH together, with MARATHI as additional.
- MANIPUR SURPRISES PEOPLEMANIPUR's official language is MANIPURI, which is the older English name for the MEITEI language. Both names refer to the same language, so neither is wrong, but MANIPURI is the form the Eighth Schedule and the official lists use. Notice how Nepali and Manipuri turn up here as well as in the Eighth Schedule, because you will meet them twice. That is not a coincidence. A language recognised in the Schedule is often the same language a State has adopted. A question can approach the same name from either direction.
- सिक्किम सबसे अधिक नाम लेता हैसिक्किम किसी भी अन्य राज्य से अधिक भाषाओं के नाम लेता है — अंग्रेजी, नेपाली, सिक्किमी और लेप्चा, तथा कई और अतिरिक्त रूप में। यदि प्रश्न पूछे कि किस राज्य की सबसे अधिक राजभाषाएँ हैं, तो उत्तर यही है।
- गोवा दो एक साथ रखता हैगोवा में कोंकणी और अंग्रेजी साथ हैं, और मराठी अतिरिक्त है।
- मणिपुर लोगों को चौंकाता हैमणिपुर की राजभाषा मणिपुरी है, जो मैतेई भाषा का पुराना अंग्रेजी नाम है। दोनों नाम एक ही भाषा के हैं, इसलिए कोई गलत नहीं है, किंतु आठवीं अनुसूची और सरकारी सूचियाँ "मणिपुरी" रूप ही प्रयोग करती हैं। ध्यान दीजिए कि नेपाली और मणिपुरी यहाँ भी आती हैं और आठवीं अनुसूची में भी, क्योंकि ये आपको दो बार मिलेंगी। यह संयोग नहीं है। जिस भाषा को अनुसूची में मान्यता है, प्रायः वही भाषा किसी राज्य ने भी अपनाई होती है। प्रश्न उसी नाम तक दोनों दिशाओं से पहुँच सकता है।
