The WHITE BOOK carries the EXPLANATORY MEMORANDA, and its distinctive content is the statement of REVENUE FOREGONE — the earnings the railway gives up through concessional freight and fare tariffs, for senior citizens, persons with disabilities, students and defence personnel. It is the book about money NOT collected.श्वेत पुस्तक में व्याख्यात्मक ज्ञापन होते हैं, और उसकी विशिष्ट सामग्री है परित्यक्त राजस्व का विवरण — वह आय जो रेलवे रियायती माल एवं यात्री भाड़े के माध्यम से छोड़ देती है, वरिष्ठ नागरिकों, दिव्यांगजनों, छात्रों और रक्षा कर्मियों के लिए। यह न वसूले गए धन की पुस्तक है।

The PINK BOOK is the Works, Machinery and Rolling Stock Programme — the detailed programme. It is PREPARED BY THE RAILWAY BOARD and PRESENTED IN PARLIAMENT BY THE RAIL MINISTER during the budget session, and for each project it shows the name, the anticipated cost, the outlay for the current year and the balance needed to complete it.गुलाबी पुस्तक कार्य, मशीनरी एवं रोलिंग स्टॉक कार्यक्रम है — विस्तृत कार्यक्रम। इसे रेलवे बोर्ड तैयार करता है और रेल मंत्री बजट सत्र में संसद में प्रस्तुत करते हैं, तथा प्रत्येक परियोजना के लिए इसमें नाम, प्रत्याशित लागत, चालू वर्ष का परिव्यय और पूरा करने हेतु शेष राशि दिखाई जाती है।

THE PINK BOOK MONEY LIMIT HAS BEEN RAISED, and both figures are worth knowing because released papers straddle the change. The threshold for a work to appear in the Pink Book was RS 50 LAKH and now stands at RS 5 CRORE. If a paper keys 50 lakh it is an older paper; check the current circular before relying on either figure in practice.गुलाबी पुस्तक की धनराशि सीमा बढ़ाई जा चुकी है, और दोनों आँकड़े जानने योग्य हैं क्योंकि जारी पेपर इस परिवर्तन के दोनों ओर पड़ते हैं। गुलाबी पुस्तक में किसी कार्य के आने की सीमा 50 लाख रुपये थी और अब 5 करोड़ रुपये है। यदि कोई पेपर 50 लाख को उत्तर मानता है तो वह पुराना पेपर है; व्यवहार में किसी भी आँकड़े पर भरोसा करने से पहले चालू परिपत्र देखें।

Below the Pink Book sits the LAW — the LIST OF APPROVED WORKS. It is prepared by the CE (P&D) of the individual railway in MAY or JUNE and circulated to all departments, and it carries the works BELOW the Pink Book threshold. Works above Rs 15 lakh and below the threshold are sanctioned by the RAILWAY BOARD and the GENERAL MANAGER.गुलाबी पुस्तक के नीचे एलएडब्ल्यू है — अनुमोदित कार्यों की सूची। इसे संबंधित रेलवे के मुख्य इंजीनियर (योजना एवं विकास) मई या जून में तैयार करते हैं और सभी विभागों में वितरित करते हैं, और इसमें गुलाबी पुस्तक की सीमा से नीचे के कार्य होते हैं। 15 लाख रुपये से ऊपर और उस सीमा से नीचे के कार्य रेलवे बोर्ड तथा महाप्रबंधक द्वारा स्वीकृत किए जाते हैं।

Below the LAW again sits the LSWP — the LUMPSUM WORKS PROGRAMME, sometimes called the MINI LAW BOOK. Works costing UP TO RS 15 LAKH are sanctioned by the DIVISIONAL RAILWAY MANAGER. Read the three books as a ladder of money and of authority: DRM at the bottom, Board and General Manager in the middle, Parliament at the top.एलएडब्ल्यू से भी नीचे एलएसडब्ल्यूपी है — एकमुश्त कार्य कार्यक्रम, जिसे कभी-कभी मिनी एलएडब्ल्यू पुस्तक कहा जाता है। 15 लाख रुपये तक के कार्य मंडल रेल प्रबंधक द्वारा स्वीकृत किए जाते हैं। तीनों पुस्तकों को धन और अधिकार की एक सीढ़ी के रूप में पढ़ें: नीचे मंडल रेल प्रबंधक, बीच में बोर्ड और महाप्रबंधक, ऊपर संसद।
