The departmental notes list the coloured budget books.

• YELLOW BOOK: the budget proposal before the Railway Minister presents it in Parliament
• BLUE BOOK: the grant of demand for work already planned, such as renovation or maintenance of bridges and tunnels
• GREEN BOOK: the budgetary notes
• WHITE BOOK: the explanatory memoranda, with the statement of REVENUE FOREGONE
• Revenue is foregone through concessional freight tariffs and other concessions, such as senior citizen, disability, school and college, and defence concessions

So each colour is one kind of book, and you should know White is the book of revenue foregone.विभागीय नोट्स रंगीन बजट पुस्तकें गिनाते हैं।

• पीली पुस्तक: रेल मंत्री द्वारा संसद में प्रस्तुत करने से पहले का बजट प्रस्ताव
• नीली पुस्तक: पहले से नियोजित कार्य, जैसे पुलों और सुरंगों का नवीकरण या अनुरक्षण, के लिए अनुदान मांग
• हरी पुस्तक: बजटीय नोट्स
• सफेद पुस्तक: व्याख्यात्मक ज्ञापन, छोड़े गए राजस्व के विवरण के साथ

PINK BOOKपिंक बुक

The PINK BOOK is the WORKS, MACHINERY AND ROLLING STOCK PROGRAMME, the detailed programme.

• It is PREPARED BY THE RAILWAY BOARD and PRESENTED IN PARLIAMENT by the Rail Minister in the budget session
• It lists approved works for the year whose grant Parliament has voted, or the President has sanctioned
• For each project: NAME, ANTICIPATED COST, OUTLAY for the current year, and BALANCE TO COMPLETE
• Expenditure on a work needs SANCTION OF ITS DETAILED ESTIMATE, inclusion in the Pink Book, and funds available
• Smaller works are grouped as 'LUMP-SUM WORKS', summarised in the Law Book or Green Book at zonal level

• THE THRESHOLD, IN THREE READINGS
  • 'All the works costing more than Rs 50 lakh' appear in it
  • Any work costing more than RS 2.5 CRORE, 'as per latest MSOP', must be listed individually
  • Works costing more than RS 5 CRORE, 'recently changed', are published in it
  So the Pink Book is the Board's, and you should know all three thresholds, with Rs 5 crore as the notes' latest.

पिंक बुक निर्माण, मशीनरी और चल स्टॉक कार्यक्रम है, यानी विस्तृत कार्यक्रम।

• इसे रेलवे बोर्ड बनाता है और रेल मंत्री बजट सत्र में संसद में प्रस्तुत करते हैं
• इसमें वर्ष के वे अनुमोदित कार्य होते हैं जिनका अनुदान संसद ने पारित किया, या राष्ट्रपति ने स्वीकृत किया

  • '50 लाख रुपये से अधिक लागत के सभी कार्य' इसमें आते हैं
  • 'नवीनतम एमएसओपी के अनुसार' 2.5 करोड़ रुपये से अधिक का हर कार्य अलग से सूचीबद्ध होना चाहिए
  • 'हाल में बदले' नियम से 5 करोड़ रुपये से अधिक के कार्य इसमें छपते हैं
  अर्थात् पिंक बुक बोर्ड की है, और आप तीनों सीमाएँ जानिए, नोट्स का नवीनतम आँकड़ा 5 करोड़ रुपये है।

LAW (LIST OF APPROVED WORK)एलएडब्ल्यू (अनुमोदित कार्यों की सूची)

• The LAW book is prepared by the CE (P&D) of each railway in MAY or JUNE, and sent to all departments
• It carries works below the Pink Book threshold, stated in the notes as below RS 5 CRORE, 'recently changed'
• It shows the name, anticipated cost, current year's outlay and balance to complete
• Approved works of more than RS 15 LAKH and less than Rs 5 crore are sanctioned by the RAILWAY BOARD and GM

• LSWP — LUMPSUM WORKS PROGRAM (MINI LAW BOOK)Works costing up to RS 15 LAKH are sanctioned by the DRM. The circular has the CPDE prepare the LAW list by funds and priority, and issue it after the GM's approval. So you read the three books as a ladder: DRM up to Rs 15 lakh, then Board and GM, then Parliament.

• एलएडब्ल्यू पुस्तक हर रेल का सीई (पी एंड डी) मई या जून में बनाकर सभी विभागों को भेजता है
• इसमें पिंक बुक सीमा से नीचे के कार्य होते हैं, जो नोट्स में 'हाल में बदले' नियम से 5 करोड़ रुपये से कम बताए गए हैं
• यह नाम, अनुमानित लागत, चालू वर्ष का परिव्यय और पूरा करने का शेष दिखाती है
• 15 लाख रुपये से अधिक और 5 करोड़ रुपये से कम के अनुमोदित कार्य रेलवे बोर्ड और महाप्रबंधक स्वीकृत करते हैं

• एलएसडब्ल्यूपी — एकमुश्त निर्माण कार्यक्रम (मिनी लॉ बुक)15 लाख रुपये तक की लागत के कार्य मंडल रेल प्रबंधक स्वीकृत करते हैं। परिपत्र में सीपीडीई निधि और प्राथमिकता से एलएडब्ल्यू सूची बनाकर महाप्रबंधक के अनुमोदन के बाद जारी करता है। अर्थात् आप तीनों पुस्तकों को सीढ़ी की तरह पढ़िए: 15 लाख रुपये तक मंडल रेल प्रबंधक, फिर बोर्ड और महाप्रबंधक, फिर संसद।
