A COMPLETION REPORT SHOULD BE FINALISED WITHIN SIX MONTHS AFTER THE DATE OF COMPLETION OF THE WORK. The report is what closes the estimate: until it is finalised the work remains open in the accounts, however finished it is on the ground.पूर्णता रिपोर्ट कार्य पूरा होने की तारीख के छह माह के भीतर अंतिम रूप दी जानी चाहिए। यही रिपोर्ट प्राक्कलन को बंद करती है: जब तक वह अंतिम रूप न ले ले, कार्य लेखों में खुला रहता है, चाहे धरातल पर वह कितना ही पूरा क्यों न हो।

THE COMPLETION REPORT MUST EXPLAIN MATERIAL VARIATIONS, and the two tests are NOT symmetrical — an EXCESS of NOT LESS THAN 10 PER CENT OR Rs 25,000, WHICHEVER IS LESS, over the estimated provision under each sub-work; and a SAVING of NOT LESS THAN 20 PER CENT OR Rs 1 LAKH, WHICHEVER IS LESS, occurring under any sub-work. Note that overspending is caught at a lower percentage than underspending, and that in both cases it is WHICHEVER IS LESS — so the smaller of the two figures triggers the explanation.पूर्णता रिपोर्ट में सारवान विचलनों की व्याख्या होनी चाहिए, और दोनों कसौटियाँ असममित हैं — प्रत्येक उप-कार्य के अंतर्गत प्राक्कलित प्रावधान से 10 प्रतिशत अथवा 25,000 रुपये, जो भी कम हो, से कम न होने वाली अधिकता; तथा किसी उप-कार्य के अंतर्गत 20 प्रतिशत अथवा 1 लाख रुपये, जो भी कम हो, से कम न होने वाली बचत। ध्यान दें कि अधिक व्यय कम प्रतिशत पर पकड़ा जाता है, और दोनों दशाओं में 'जो भी कम हो' लागू है — अतः दोनों में से छोटा आँकड़ा ही व्याख्या की अपेक्षा उत्पन्न करता है।

VERIFICATION OF THE COMPLETION REPORT BY THE ACCOUNTS OFFICER IS NECESSARY, in terms of PARAS 1711-E AND 1712-E of the Engineering Code. The executive prepares the report; Accounts verifies it. It is not complete on the executive's signature alone.पूर्णता रिपोर्ट का लेखा अधिकारी द्वारा सत्यापन आवश्यक है, जो इंजीनियरी संहिता के पैरा 1711-ई तथा 1712-ई के अनुसार होता है। कार्यपालक रिपोर्ट तैयार करता है; लेखा उसका सत्यापन करता है। वह केवल कार्यपालक के हस्ताक्षर से पूर्ण नहीं होती।

ADVANCES TO CONTRACTORS CARRY INTEREST AT 12 PER CENT as prescribed by the Railway Board, and the power to grant them is exercised SUBJECT TO THE CONDITIONS LAID DOWN IN PARA 1264 (i), (ii) AND (iii) OF THE ENGINEERING CODE. The advance is to be RECOVERED IN FULL FROM THE ON-ACCOUNT BILLS as the work proceeds — it is a cash-flow help against the work, never a payment for it.ठेकेदारों को दिए गए अग्रिमों पर रेलवे बोर्ड द्वारा विहित 12 प्रतिशत ब्याज लगता है, और उन्हें देने की शक्ति इंजीनियरी संहिता के पैरा 1264 (i), (ii) तथा (iii) में दी गई शर्तों के अधीन प्रयोग की जाती है। अग्रिम की वसूली कार्य आगे बढ़ने के साथ आन-अकाउंट बिलों से पूरी तरह की जानी है — यह कार्य के विरुद्ध नकदी-प्रवाह की सहायता है, उसका भुगतान कभी नहीं।

EXTENDING THE DATE OF COMPLETION OF A CONTRACT is itself a delegated power, and it is exercised SUBJECT TO THE PROVISION OF PARA 1266-E, read with PARA 445-S of the Stores Code. An extension is a formal sanction with its own authority, not an informal indulgence by the engineer in charge.किसी संविदा की पूर्णता तिथि बढ़ाना स्वयं एक प्रत्यायोजित शक्ति है, और वह पैरा 1266-ई के उपबंध के अधीन, भंडार संहिता के पैरा 445-एस के साथ पढ़कर, प्रयोग की जाती है। अवधि-वृद्धि अपने प्राधिकार वाली औपचारिक स्वीकृति है, प्रभारी इंजीनियर की कोई अनौपचारिक रियायत नहीं।
