Rail Coach Factory Kapurthala's Works SOP covers sanctioning the completion report of a work whose estimate, or revised estimate, the officer sanctioned.

• PHOD/CHOD: FULL POWERS, if completion cost is within 10% of the original, or 25% where the excess is due to escalation
• SAG, SG/JAG and Sr Scale: the SAME POWERS

• NOTES
  • 1. The authority acts only if the excess is within his sanction powers and variations within 5% of the final estimate
  • 2. The report is finalised within SIX MONTHS of completion
  • 2. It explains an EXCESS of 10% or Rs 25,000, whichever is less, under any sub-work
  • 2. It explains a SAVING of 20% or Rs 1 lakh, whichever is less, under any sub-work
  • 3. The ACCOUNTS OFFICER verifies it, under Paras 1711-E and 1712-E
  A completion report compares the cost of the work actually built with the LAST SANCTIONED ESTIMATE. The NAIR 2022 paper keys that as its object. So the completion report closes the work in six months, and you should know the excess and saving tests differ.

Item 18 — ADVANCE TO CONTRACTORSमद 18 — ठेकेदारों को अग्रिम

It covers advances to contractors before execution of work, with finance concurrence.

• (a) MOBILISATION advance, for tenders of RS 10 CRORE and above: PHOD/CHOD up to 10% of contract value; SAG the same; others NIL
• (b) Against NEW MACHINERY AND PLANT brought to site: PHOD/CHOD up to 10% of contract value or 75% of the machinery's value, whichever is less
• (c) To ACCELERATE progress in special circumstances: PHOD/CHOD up to 5% of contract value or Rs 5 lakh, whichever is less
• For (b) and (c), SAG, SG/JAG and Sr Scale: NIL

• NOTES
  • 1. All advances carry INTEREST AT 12%, as the Board prescribes
  • 2. Capital-intensive, specialised tenders over Rs 10 crore that warrant an advance provide for it in special conditions
  • 3. The powers follow Para 1264 (i), (ii) and (iii) of the Engineering Code and the Board's letters
  • 4. The advance is RECOVERED IN FULL from on-account bills by the time work reaches 75% of the original contract value
  • 4. NO advance is given against OLD plant and machinery
  • 5. The contract value must be within the officer's powers of acceptance
  A 2025 AMM paper keys the interest on an advance to a contractor as the RBI rate PLUS 5 PER CENT, SIMPLE interest. The SOP note above gives 12 per cent. Learn both. So mobilisation advance is only for tenders of Rs 10 crore or more, and you should know it is recovered by 75% of the work.

It covers extending the date of completion of a contract, under Para 1266-E, with Para 445-S.

• PHOD/CHOD: FULL POWERS for contracts he accepted; SAG: the same
• SG/JAG: FULL POWERS for contracts he accepted; Sr Scale: the same as SG/JAG

• NOTES
  • 1. Letters of extension are signed by the authority who signed the ORIGINAL CONTRACT
  • 2. Extensions with financial implications need the PRIOR CONCURRENCE of associated finance
  So the officer who accepted a contract extends it, and you should know who signs the letter.
