The Financial Commissioner, Railways is the professional head of the railway financial organisation. He represents the Ministry of Finance of the Government of India on the Railway Board.वित्त आयुक्त, रेलवे, रेल वित्तीय संगठन के व्यावसायिक प्रमुख हैं। वे रेलवे बोर्ड में भारत सरकार के वित्त मंत्रालय का प्रतिनिधित्व करते हैं।

At zonal railway level, the Financial Adviser & Chief Accounts Officer (FA&CAO) advises the General Manager on all money matters.क्षेत्रीय रेलवे स्तर पर, वित्त सलाहकार एवं मुख्य लेखा अधिकारी (एफए एंड सीएओ) सभी वित्तीय मामलों में महाप्रबंधक को सलाह देते हैं।

If the FA&CAO does not agree with the General Manager, he may ask the GM to refer the matter to the Railway Board. The GM is then bound to make that reference, and must include the FA&CAO's comments and views fully and fairly.यदि एफए एंड सीएओ महाप्रबंधक से सहमत नहीं हैं, तो वे जीएम से मामला रेलवे बोर्ड को भेजने के लिए कह सकते हैं। तब जीएम को वह संदर्भ भेजना ही होगा, और उसमें एफए एंड सीएओ की टिप्पणियाँ एवं विचार पूरी तरह और निष्पक्ष रूप से शामिल करने होंगे।

Departmental officers prepare their own budgets, but scrutiny and compilation of the railway's budget as a whole is the responsibility of the FA&CAO.विभागीय अधिकारी अपना बजट स्वयं तैयार करते हैं, लेकिन पूरे रेलवे के बजट की जाँच और संकलन की जिम्मेदारी एफए एंड सीएओ की है।

The FA&CAO is assisted by a Deputy or Additional Financial Adviser, who is also the Budget Officer of the railway and heads the Budget Branch.एफए एंड सीएओ की सहायता उप या अपर वित्त सलाहकार करते हैं, जो रेलवे के बजट अधिकारी भी होते हैं और बजट शाखा के प्रमुख होते हैं।

At headquarters the finance function and the internal check function are done by separate officers. At unit level both are combined in one officer — the Divisional Accounts Officer, or the Workshop or Stores Accounts Officer.मुख्यालय पर वित्त कार्य और आंतरिक जाँच कार्य अलग-अलग अधिकारी करते हैं। इकाई स्तर पर दोनों एक ही अधिकारी में मिल जाते हैं — मंडल लेखा अधिकारी, या कारखाना/भंडार लेखा अधिकारी।

When a proposal with financial implications goes to the Railway Board, the railway must attach a word-for-word copy of the FA&CAO's opinion. If he has agreed without any condition, only the fact of his concurrence needs to be mentioned.जब वित्तीय निहितार्थ वाला कोई प्रस्ताव रेलवे बोर्ड को जाता है, तो रेलवे को एफए एंड सीएओ की राय की शब्दशः प्रति संलग्न करनी होती है। यदि उन्होंने बिना शर्त सहमति दी है, तो केवल सहमति का तथ्य बताना पर्याप्त है।

The aim of financial scrutiny is simple — get the maximum efficiency in railway working at the minimum cost, without sacrificing one for the other.वित्तीय जाँच का उद्देश्य सरल है — कम से कम लागत पर रेल कार्य में अधिकतम दक्षता प्राप्त करना, बिना एक को दूसरे के लिए छोड़े।

Today a railway finance officer works as a management accountant. He interprets financial statements, compiles cost data, prepares cost reports, looks for ways to control staff and material cost, runs budgetary control, and takes part in capital expenditure and pricing decisions.आज रेलवे वित्त अधिकारी प्रबंधन लेखाकार की तरह काम करता है। वह वित्तीय विवरणों की व्याख्या करता है, लागत आँकड़े संकलित करता है, लागत रिपोर्ट बनाता है, कर्मचारी एवं सामग्री लागत नियंत्रित करने के उपाय खोजता है, बजटीय नियंत्रण चलाता है, और पूंजीगत व्यय एवं मूल्य निर्धारण के निर्णयों में भाग लेता है।
