At the start of the 20th century there were 33 separate railway administrations in India, running about 41,000 route km. In those days railways were controlled by the Railway Branch of the Public Works Department. In October 1901 Sir Thomas Robertson was appointed Special Commissioner to study how Indian Railways were being run. On the recommendation of the Railway Finance Committee (1908), the Railway Board and its staff were made a separate Railway Department. This was followed by the Separation Convention of 1924.
