WHAT PREMATURE RETIREMENT ISसमयपूर्व सेवानिवृत्ति क्या है
Premature retirement means retirement of an employee AHEAD of attaining the age of superannuation.
It comes about either on his or her own volition, or by an order passed by the competent authority IN PUBLIC INTEREST.
Keep it apart from two neighbours. It is not the voluntary retirement you yourself seek, and not COMPULSORY RETIREMENT as a penalty.
The departmental question bank puts it plainly. Premature retirement is NOT a penalty under the Discipline and Appeal Rules, and is ordered as an administrative measure.समयपूर्व सेवानिवृत्ति का अर्थ है कर्मचारी की अधिवर्षिता की आयु प्राप्त करने से पहले सेवानिवृत्ति।
यह या तो उसकी अपनी इच्छा से होती है, या सक्षम प्राधिकारी द्वारा लोकहित में पारित आदेश से।
इसे दो पड़ोसियों से अलग रखिए। यह वह स्वैच्छिक सेवानिवृत्ति नहीं है जो आप स्वयं माँगते हैं, और न दंड वाली अनिवार्य सेवानिवृत्ति है।
विभागीय प्रश्न बैंक इसे सीधे कहता है। समयपूर्व सेवानिवृत्ति अनुशासन और अपील नियमों के अधीन दंड नहीं है, और प्रशासनिक उपाय के रूप में आदेशित की जाती है।

THE FIVE CATEGORIES THE APPOINTING AUTHORITY MAY RETIREवे पाँच वर्ग जिन्हें नियुक्ति प्राधिकारी सेवानिवृत्त कर सकता है
The appointing authority has the right to retire a railway servant in the PUBLIC INTEREST.
It does so by giving a notice of NOT LESS THAN THREE MONTHS in writing, or pay and allowances in lieu of it.
The right runs against a railway servant falling in one of these categories.
- (a) Group A or B, substantive or temporary, who entered Government service BEFORE the age of 35, after he attains 50
- (b) Group A or B who entered service AFTER the age of 55, after attaining the age of 55
- (c) Group C and Group D, after attaining the age of 55
- (d) PENSIONABLE railway servants, after completing 30 years of qualifying service
- (e) NON-PENSIONABLE railway servants, after completing 30 years of service
- (क) समूह क या ख का, स्थानापन्न या अस्थायी, जो 35 वर्ष की आयु से पहले सरकारी सेवा में आया, उसके 50 वर्ष का होने पर

YOUR RECIPROCAL RIGHTआपका पारस्परिक अधिकार
The right does not run only one way.
You have a RECIPROCAL RIGHT to seek premature retirement from service.
You exercise it by giving a notice in writing of NOT LESS THAN THREE MONTHS to the appropriate authority.
It is on the SAME TERMS as those set out for the administration, so the same categories and the same notice apply.यह अधिकार केवल एक ओर नहीं चलता।
आपको भी सेवा से समयपूर्व सेवानिवृत्ति माँगने का पारस्परिक अधिकार है।
आप इसका प्रयोग समुचित प्राधिकारी को कम से कम तीन माह की लिखित सूचना देकर करते हैं।
यह उन्हीं शर्तों पर है जो प्रशासन के लिए रखी गई हैं, इसलिए वही वर्ग और वही सूचना लागू होती है।

THIRTY YEARS MUST BE VERIFIED FIRSTपहले तीस वर्ष सत्यापित होने चाहिए
An order requiring or permitting a PENSIONABLE railway servant to retire on completion of thirty years of qualifying service carries a condition on the office.
As a rule it should not be issued until the completion of those thirty years has been VERIFIED in consultation with the concerned ACCOUNTS OFFICER.
So the length of your qualifying service is checked with Accounts before the order goes out, not after.तीस वर्ष की अर्हक सेवा पूरी होने पर पेंशनभोगी रेल सेवक को सेवानिवृत्त करने या होने देने वाला आदेश कार्यालय पर एक शर्त रखता है।
नियम रूप में वह तब तक जारी नहीं किया जाना चाहिए जब तक उन तीस वर्षों का पूरा होना संबंधित लेखाधिकारी से परामर्श करके सत्यापित न हो जाए।
अर्थात् आपकी अर्हक सेवा की लंबाई आदेश निकलने से पहले लेखा से जाँची जाती है, बाद में नहीं।

WHEN YOU ARE UNDER SUSPENSIONजब आप निलंबित हों
A railway servant under suspension who seeks to retire prematurely may be refused.
- The appropriate authority may WITHHOLD permission to a servant under suspension who gives the requisite notice
- It may refuse permission EVEN IF the suspension comes after the notice was given
- That right must be exercised BEFORE the period of notice expires
- समुचित प्राधिकारी अपेक्षित सूचना देने वाले निलंबित सेवक को अनुमति रोक सकता है
- वह अनुमति तब भी मना कर सकता है जब निलंबन सूचना देने के बाद हुआ हो
- यह अधिकार सूचना की अवधि समाप्त होने से पहले प्रयोग करना होगा

NO FORMAL ORDER OF ACCEPTANCE IS NEEDEDस्वीकृति का औपचारिक आदेश आवश्यक नहीं
Where a railway servant himself gives notice of premature retirement, the office need pass no order of acceptance.
He is DEEMED to have retired automatically at the end of the notice period of three months.
The notice of three months to retire a railway servant may be given while he is ON LEAVE, including extraordinary leave. The authority for that line is the Board's letter PC-67/RT/9 of 8 SEPTEMBER 1967.
So silence from the office does not keep you in service, and leave does not shelter you from the notice.जहाँ रेल सेवक स्वयं समयपूर्व सेवानिवृत्ति की सूचना दे, वहाँ कार्यालय को स्वीकृति का कोई आदेश पारित करने की आवश्यकता नहीं।
वह तीन माह की सूचना अवधि के अंत में स्वतः सेवानिवृत्त हुआ माना जाता है।
रेल सेवक को सेवानिवृत्त करने की तीन माह की सूचना उसके अवकाश पर रहते हुए भी दी जा सकती है, असाधारण अवकाश सहित। उस पंक्ति का प्राधिकार है बोर्ड का पत्र पीसी-67/आरटी/9 दिनांक 8 सितंबर 1967।
अर्थात् कार्यालय की चुप्पी आपको सेवा में नहीं रखती, और अवकाश आपको सूचना से नहीं बचाता।
