Compassionate appointment may be made where a railway servant dies while on duty, becomes crippled during service, or whose whereabouts have not been known for 7 YEARS.अनुकंपा नियुक्ति तब की जा सकती है जब रेल सेवक की ड्यूटी के दौरान मृत्यु हो जाए, सेवा के दौरान वह अपंग हो जाए, अथवा उसका पता 7 वर्षों से ज्ञात न हो।

Compassionate appointment CANNOT BE CLAIMED AS A RIGHT. It is a concession to a family in distress, granted at the discretion of the administration, and the courts have said so repeatedly.अनुकंपा नियुक्ति अधिकार के रूप में नहीं माँगी जा सकती। यह संकटग्रस्त परिवार को दी गई रियायत है, जो प्रशासन के विवेक पर दी जाती है, और न्यायालयों ने बार-बार यही कहा है।

Compassionate appointment is NOT permissible where the railway servant is unauthorisedly absent.जहाँ रेल सेवक अनधिकृत रूप से अनुपस्थित हो, वहाँ अनुकंपा नियुक्ति अनुमत नहीं है।

The whole purpose is to relieve the family from IMMEDIATE FINANCIAL DISTRESS caused by the death or medical invalidation. Where the family is not in distress, the ground itself falls away.इसका संपूर्ण उद्देश्य मृत्यु या चिकित्सा अशक्तता से उत्पन्न तात्कालिक आर्थिक संकट से परिवार को उबारना है। जहाँ परिवार संकट में न हो, वहाँ आधार ही समाप्त हो जाता है।

The time limit for a compassionate ground appointment is 5 YEARS from the date of occurrence of the event which entitles the eligible person to be appointed.अनुकंपा आधार पर नियुक्ति की समय सीमा उस घटना के घटित होने की तिथि से 5 वर्ष है जो पात्र व्यक्ति को नियुक्ति का अधिकार देती है।

Eligible claimants are the DEPENDANTS — the widow or widower, a son or daughter, and in specified circumstances a near relative who was dependent on the deceased.पात्र दावेदार आश्रित हैं — विधवा या विधुर, पुत्र या पुत्री, तथा निर्दिष्ट परिस्थितियों में मृतक पर आश्रित निकट संबंधी।

Where an RRB-selected candidate dies in harness before completing the prescribed pre-requisite training, the GENERAL MANAGER is the competent authority to approve appointment of the spouse on compassionate grounds.जहाँ आरआरबी द्वारा चयनित अभ्यर्थी निर्धारित पूर्वापेक्षित प्रशिक्षण पूरा करने से पहले सेवाकाल में मर जाए, वहाँ अनुकंपा आधार पर जीवनसाथी की नियुक्ति अनुमोदित करने में महाप्रबंधक सक्षम प्राधिकारी है।

The appointment is made against a Group C post for which the candidate is qualified. It does not create a post, and it does not carry the seniority or pay the deceased had.नियुक्ति उस समूह 'ग' पद पर की जाती है जिसके लिए अभ्यर्थी अर्ह हो। इससे कोई पद सृजित नहीं होता, और इसमें मृतक की वरिष्ठता या वेतन नहीं मिलता।

An ITI-qualified compassionate appointee engaged as a technician trainee or artisan Grade-III undergoes 6 MONTHS of training before regularisation.तकनीशियन प्रशिक्षु या कारीगर ग्रेड-3 के रूप में नियोजित आईटीआई-योग्य अनुकंपा नियुक्त व्यक्ति नियमितीकरण से पहले 6 माह का प्रशिक्षण लेता है।

MEDICAL DECATEGORISATION is a separate matter. Where a serving railway servant becomes medically unfit for his own post, he is offered an alternative post — that is not compassionate appointment, it is his own continued employment.चिकित्सा अवर्गीकरण अलग विषय है। जहाँ सेवारत रेल सेवक अपने पद के लिए चिकित्सकीय रूप से अयोग्य हो जाए, वहाँ उसे वैकल्पिक पद दिया जाता है — यह अनुकंपा नियुक्ति नहीं, उसका अपना निरंतर नियोजन है।
