Being NON-LAPSABLE mattered here more than anywhere else. A track renewal programme cannot be planned in twelve-month slices, and money that returned to the exchequer each March would have made the whole exercise pointless.गैर-व्यपगत होना यहाँ कहीं और से अधिक महत्वपूर्ण था। ट्रैक नवीकरण कार्यक्रम बारह-माही टुकड़ों में नियोजित नहीं किया जा सकता, और जो धन हर मार्च में राजकोष लौट जाता वह पूरे प्रयास को निरर्थक बना देता।
