• Paras 923 and 924The Additional Deputy CAG (Railways) prepares the CAG's REPORT, Union Government (Railways), commenting on the Appropriation Accounts too. Cases the Chief Auditor thinks fit for the Report reach the railway through SPECIAL LETTERS, notes of objection or factual statements. The railway replies within the prescribed time, at a sufficiently HIGH LEVEL, presenting its case convincingly.
• Para 925The Chief Auditor sends DRAFT PARAGRAPHS to the GM, with advance copies to the FA&CAO, the HOD, the Additional Deputy CAG and Director (Accounts). The GM replies to the Chief Auditor within EIGHT WEEKS, the reply APPROVED BY THE RAILWAY BOARD. With the proposed reply, the GM gives the Board five things.
  • A HISTORY of the case with relevant correspondence
  • SENTENCE-WISE comments verifying or correcting the facts and figures
  • A chronological summary where there was unusual DELAY
  • REMEDIAL ACTION to avoid similar cases
  • DISCIPLINARY aspects where individual lapses came to light
• Para 926Draft paras on the Board's own contracts, schemes and sanctions are addressed by the Additional Deputy CAG to the Board. Factual inaccuracies cannot be corrected later, so edited paragraphs are scrutinised with utmost care. So the GM answers a draft para within eight weeks with the Board's approval, and you should know the five enclosures.

• Para 927The CAG's Report is presented to PARLIAMENT, generally during the BUDGET SESSION.
  • It is considered by the PUBLIC ACCOUNTS COMMITTEE, of members of the LOK SABHA and RAJYA SABHA
  • The Committee takes PERSONAL EVIDENCE of senior Railway Board officers on the items
  • Its reports are laid on the table of each House and sent to the Ministry of Railways
• Para 928
  • The Board, and other Ministries concerned, consider the Committee's recommendations
  • ACTION TAKEN NOTES go to the Committee, with any Audit comments, within SIX MONTHS of the Report's presentation
  So the PAC hears Board officers in person, and you should remember six months for action taken notes.
