GeM is the GOVERNMENT E-MARKETPLACE, launched in AUGUST 2016.

• It is an ONLINE, END-TO-END solution for procurement of COMMONLY USED GOODS AND SERVICES.
• Its users are all CENTRAL AND STATE GOVERNMENT Ministries, Departments, PUBLIC SECTOR UNDERTAKINGS and affiliated bodies.

Now notice the limit built into that description. It is for COMMONLY USED goods and services — not for everything a railway buys. That word is doing real work, and you should not read past it.जेम सरकारी ई-बाजार है, जो अगस्त 2016 में शुरू हुआ।

• यह सामान्यतः प्रयुक्त वस्तुओं और सेवाओं की खरीद के लिए ऑनलाइन, आद्योपांत समाधान है।
• इसके उपयोगकर्ता हैं सभी केंद्र और राज्य सरकार के मंत्रालय, विभाग, सार्वजनिक उपक्रम तथा संबद्ध निकाय।

अब उस परिभाषा के भीतर बैठी सीमा देखिए। यह सामान्यतः प्रयुक्त वस्तुओं और सेवाओं के लिए है — उन सबके लिए नहीं जो रेलवे खरीदती है। वह शब्द वास्तविक काम कर रहा है, उसे पढ़कर आगे मत निकल जाइए।

THE PHRASE FROM THE CHARTER WORTH QUOTINGचार्टर का वह वाक्यांश जो उद्धृत करने लायक है

The GeM Charter says procurement shall be CONTACTLESS, CASHLESS AND PAPERLESS. It commits GeM to a complete end-to-end system covering the ENTIRE procurement process. Those three words carry the whole intent, and you should be able to unpack each.

• CONTACTLESS — no meeting the supplier.
• CASHLESS — no cash handling.
• PAPERLESS — no file.

जेम चार्टर कहता है कि खरीद संपर्करहित, नकदीरहित और कागजरहित होगी। यह जेम को ऐसी संपूर्ण आद्योपांत प्रणाली के लिए वचनबद्ध करता है जो पूरी क्रय प्रक्रिया को समेटे। ये तीन शब्द पूरा आशय उठाते हैं, और आपको हर एक खोलकर बताना आना चाहिए।

THE INCLUSION COMMITMENT, AND WHO RUNS GeMसमावेशन का वचन, और जेम चलाता कौन है

GeM carries an INCLUSION commitment as well as an efficiency one, and a question may ask for either.

• The Charter commits GeM to encourage and enable LOCAL BUSINESSES, MICRO AND SMALL ENTERPRISES (MSEs) and STARTUPS to do business with the Government.
• GeM is run by a SPECIAL PURPOSE VEHICLE, the GeM SPV — not directly by a ministry.

That second fact is the one you are most likely to be caught on.जेम दक्षता के साथ-साथ समावेशन का भी वचन उठाता है, और प्रश्न इनमें से कुछ भी पूछ सकता है।

GeM IS NOT ONE MORE OPTIONजेम कोई एक और विकल्प नहीं है

Tie this back to the modes of purchase, because that is where it changes your answer. Procurement of goods and services AVAILABLE ON GeM IS MANDATORY.

• So GeM does not stand beside open tender and limited tender as an alternative.
• Where an item IS on GeM, that is where it must be bought.
• The tender routes do not arise for that item at all.

So if a question puts an item on GeM and then asks which tender applies, the answer is that none does.इसे क्रय की पद्धतियों से जोड़िए, क्योंकि वहीं यह आपका उत्तर बदल देता है। जेम पर उपलब्ध वस्तुओं और सेवाओं की खरीद अनिवार्य है।

• उस मद के लिए निविदा वाले रास्ते उठते ही नहीं।

इसलिए प्रश्न किसी मद को जेम पर बताकर पूछे कि कौन-सी निविदा लागू होगी, तो उत्तर है — कोई नहीं।
