THE GENERAL FINANCIAL RULES, 2017सामान्य वित्तीय नियम, 2017

The departmental notes set the GFR beside the canons as the Government-wide financial rules.

• Issued by the MINISTRY OF FINANCE, DEPARTMENT OF EXPENDITURE, for consistency across the Union Government
• To be followed by ALL DEPARTMENTS AND ORGANISATIONS of the Government of India
• First issued in 1947, then in 1963, 2005 and 2017
• Every authority that can IMPOSE A FINE must ensure it is REALISED AND DEPOSITED with the Government
• RULE 149 makes procurement of COMMON-USE GOODS AND SERVICES through GeM MANDATORY

The notes compare three documents: GFR 2017 gives the POLICY, Para 116 the ETHICS, and the GCC the CONTRACT CLAUSES. Their question list keys the GFR as ranking HIGHEST in the order of precedence for financial power on the Railways.
