STRUCTURE OF RAILWAY ACCOUNTS
The Railways are both a GOVERNMENT UNDERTAKING and a COMMERCIAL ORGANISATION.
  • The capital for their assets has been FULLY INVESTED by the Government of India
  • Their main function is the SALE OF TRANSPORTATION
  • For it they need land, rolling stock, and plant and machinery, made available from Government funds
  • On the total capital invested they pay a fixed ANNUAL DIVIDEND TO GENERAL REVENUE
So the accounts follow both Government and commercial principles; this was needed to work out the dividend accurately.
  • TWO READINGS OF THE DIVIDEND
    • The annual dividend was payable until the Rail Budget merged with the General Budget
    • After the 2017 merger, the Railways no longer pay a dividend
    • So the dividend payable after the merger is NIL
So you should know both, and answer a post-merger question with NIL.

COMMERCIAL ACCOUNTS AND GOVERNMENT ACCOUNTS
A commercial concern's accounts show five things.
  • How its CAPITAL has been used
  • How it stands with its DEBTORS and CREDITORS
  • Whether it is GAINING or LOSING
  • The SOURCES of its gains or losses
  • Whether it is SOLVENT or INSOLVENT
GOVERNMENT accounting's main requirement is different. It needs a systematic record of all RECEIPTS and EXPENDITURE, classified under appropriate HEADS. So commercial accounts show gain or loss, and Government accounts show you every receipt and payment by head.
