DIVISION BY HEADS OF ACCOUNTSलेखा शीर्षों द्वारा विभाजन
Within each Part, transactions are grouped into SECTIONS: Revenue, Capital, Debt and Deposits, Remittances and so on.
  • Sections divide into MAJOR HEADS, the main unit of classification, each with a distinct number
  • Some major heads have SUB-MAJOR heads
  • Then come MINOR heads, SUB heads and DETAILED heads
  • THE COMBINED BOOK'S EXAMPLE
    • Major head 346/347 — Indian Railway, Working Expenses, Commercial and Strategic Lines
    • Sub-major 03 General Superintendence and Services; 04 Repairs and Maintenance, Permanent Way and Works
    • Sub-major 13 Provident Fund, Pension and other Retirement Benefits
    • Minor heads 100 General Management and 200 Financial Management
    • Sub heads such as 110 and 120; detailed heads such as 111, 112 and 113
    The departmental notes' four-digit major heads are on the page "How the heads of account are arranged". So the ladder runs section, major, sub-major, minor, sub and detailed head, and you should know it in that order.

GOVERNMENT ACCOUNTS AND COMMERCIAL ACCOUNTSसरकारी लेखे और वाणिज्यिक लेखे
Indian Railways are a Government COMMERCIAL organisation. Their accounts must meet commercial accounting AND conform to Government accounting. This is done by keeping railway accounts on a COMMERCIAL basis OUTSIDE the regular Government account, with a LINK between them. Four linking heads are operated.
  • (1) DEMANDS PAYABLE
  • (2) LABOUR
  • (3) TRAFFIC ACCOUNTS
  • (4) DEMANDS RECOVERABLE
So the linking heads join the two systems, and you should name all four.
भारतीय रेल एक सरकारी वाणिज्यिक संगठन है। उसके लेखों को वाणिज्यिक लेखांकन की आवश्यकताएँ पूरी करनी हैं और सरकारी लेखांकन के अनुरूप भी रहना है। यह रेल लेखों को नियमित सरकारी लेखे से बाहर वाणिज्यिक आधार पर रखकर, दोनों के बीच एक कड़ी रखकर, होता है। चार संयोजक शीर्ष चलाए जाते हैं।
  • (1) देय मांगें
  • (2) श्रम
  • (3) यातायात लेखे
  • (4) वसूली योग्य मांगें
अर्थात् संयोजक शीर्ष दोनों प्रणालियों को जोड़ते हैं, और आप चारों के नाम जानिए।

DEMANDS PAYABLEदेय मांगें
Government accounts record expenditure only when DISBURSED; commercial railway accounts record it when INCURRED.
  • A month's revenue liabilities not payable that month are booked as WORKING EXPENSES for the month
  • The contra CREDIT goes to the suspense head DEMANDS PAYABLE
  • When the liability is paid, Demands Payable is DEBITED
  • It always shows a CREDIT balance: liabilities incurred but not yet discharged
  • It sits under major head 346/347, with a separate account for EACH MONTH, such as Demands Payable for April
The entry is: Expenditure head of account Dr. To Demands Payable, for unpaid revenue expenses. So Demands Payable carries a credit balance, and you should know it is opened month by month.
सरकारी लेखे व्यय तभी दर्ज करते हैं जब भुगतान हो; वाणिज्यिक रेल लेखे उसे तब दर्ज करते हैं जब वह हो।
  • महीने की जो राजस्व देनदारियाँ उसी महीने देय नहीं, वे उस महीने के संचालन व्यय के रूप में दर्ज होती हैं
  • उसकी प्रति जमा उचंत शीर्ष देय मांगें में जाती है
  • देनदारी चुकाने पर देय मांगें नामे होती हैं
  • इसमें सदा जमा शेष रहता है: हुई पर अभी न चुकाई गई देनदारियाँ
  • यह मुख्य शीर्ष 346/347 के अंतर्गत है, हर महीने का अलग खाता, जैसे अप्रैल की देय मांगें
प्रविष्टि है: व्यय लेखा शीर्ष नामे, देय मांगें जमा, न चुकाए गए राजस्व व्यय के लिए। अर्थात् देय मांगों में जमा शेष रहता है, और आप जानिए कि यह महीनेवार खोला जाता है।

LABOURश्रम
Workshop staff are paid a month's wages only at the START of the FOLLOWING month. Charging jobs with labour in the same month needs a suspense head like Demands Payable.
  • The month's total wages and allowances of shop staff are CREDITED to LABOUR, under Workshop Manufacturing Suspense
  • As pay-sheets are passed, Labour is DEBITED, by credit to Transfers Revenue
  • The month-end balance is wages CHARGED but not yet PAID
So the Labour head lets you charge a job with its wages in the month the work was done.
कारखाना कर्मचारियों को महीने की मजदूरी अगले महीने की शुरुआत में ही मिलती है। उसी महीने कामों पर श्रम भारित करने के लिए देय मांगों जैसा एक उचंत शीर्ष चाहिए।
  • शॉप कर्मचारियों की महीने की कुल मजदूरी और भत्ते कारखाना विनिर्माण उचंत के अंतर्गत श्रम में जमा होते हैं
  • वेतन पत्रक पास होने पर श्रम नामे होता है, अंतरण राजस्व में जमा करके
  • महीने के अंत का शेष वह मजदूरी है जो भारित हुई पर अभी चुकाई नहीं गई
अर्थात् श्रम शीर्ष से आप किसी काम पर उसकी मजदूरी उसी महीने भारित करते हैं जिसमें काम हुआ।

TRAFFIC ACCOUNTSयातायात लेखे
It is a suspense head under major head 146/147, Indian Railway Revenue Receipts, Commercial and Strategic Lines. It does for EARNINGS what Demands Payable does for expenses.
  • It is DEBITED with all earnings the railway must realise, its own traffic or interchanged traffic
  • It is CREDITED as they are realised
  • Its balance is UNREALISED earnings, at stations or in the accounts office
So Traffic Accounts shows what is still to be realised, and you should pair it with Demands Payable.
यह मुख्य शीर्ष 146/147, भारतीय रेल राजस्व प्राप्तियाँ, वाणिज्यिक और सामरिक लाइनें, के अंतर्गत एक उचंत शीर्ष है। यह आय के लिए वही करता है जो देय मांगें व्यय के लिए करती हैं।
  • इसे उन सभी आयों से नामे किया जाता है जिनकी वसूली रेल की जिम्मेदारी है, अपना यातायात हो या अदला-बदली का
  • वसूली होने पर इसे जमा किया जाता है
  • इसका शेष अवसूल आय है, स्टेशनों पर या लेखा कार्यालय में
अर्थात् यातायात लेखे दिखाते हैं कि क्या अभी वसूलना है, और आप इसे देय मांगों के साथ जोड़कर समझिए।

DEMANDS RECOVERABLEवसूली योग्य मांगें
It was introduced from 1 APRIL 1988, on the lines of Traffic Accounts, for three kinds of recovery.
  • RENT or LEASE charges of railway LAND and BUILDINGS
  • INTEREST charges of sidings
  • MAINTENANCE charges of sidings
  • On billing, a JOURNAL SLIP debits Demands Recoverable and credits ABSTRACT Z
  • On recovery in cash or by adjustment, it is CREDITED
  • It always shows a DEBIT balance: amounts still to be realised
So Demands Recoverable carries a debit balance, and you should know it began on 1 April 1988.
इसे 1 अप्रैल 1988 से, यातायात लेखों की तर्ज पर, तीन प्रकार की वसूली के लिए शुरू किया गया।
  • रेल भूमि और भवनों का किराया या पट्टा प्रभार
  • साइडिंगों का ब्याज प्रभार
  • साइडिंगों का अनुरक्षण प्रभार
  • बिल बनाते समय जर्नल स्लिप से वसूली योग्य मांगें नामे और सार Z जमा होता है
  • नकद या समायोजन से वसूली पर इसे जमा किया जाता है
  • इसमें सदा नामे शेष रहता है: अभी वसूल होने वाली राशियाँ
अर्थात् वसूली योग्य मांगों में नामे शेष रहता है, और आप जानिए कि यह 1 अप्रैल 1988 से शुरू हुआ।
