It all turns on a single question. Learn to ask it, and you will never need to memorise the two lists.

- IF YES, IT IS TRILINGUALRegional language, Hindi and English.
- IF IT STAYS INSIDE THE OFFICE, IT IS BILINGUALHindi and English only. Now see the sense in it, because the reason is your memory aid. A passenger at a station in Chennai may read neither Hindi nor English. So the board must carry his own language too. A file cover inside the office is read only by staff. The Union works in Hindi and English, so two languages are enough there. The travelling public gets three. The office gets two. That is the rule, and every item in the two lists falls out of it.

- अगर हाँ, तो यह त्रिभाषी हैक्षेत्रीय भाषा, हिंदी और अंग्रेजी।
- अगर यह कार्यालय के भीतर ही रहता है, तो द्विभाषी हैकेवल हिंदी और अंग्रेजी। अब इसका तर्क देखिए, क्योंकि यही कारण आपकी याद का सहारा है। चेन्नई के स्टेशन पर खड़ा यात्री शायद हिंदी भी न पढ़ पाए और अंग्रेजी भी नहीं। इसलिए बोर्ड पर उसकी अपनी भाषा भी होनी चाहिए। कार्यालय के भीतर की फाइल का कवर केवल कर्मचारी पढ़ते हैं। संघ का काम हिंदी और अंग्रेजी में चलता है, इसलिए वहाँ दो भाषाएँ काफी हैं। सफर करने वाली जनता को तीन। कार्यालय को दो। यही नियम है, और दोनों सूचियों की हर चीज इसी से निकलती है।

THE TRILINGUAL ITEMS, AND THE ORDER THAT NEVER CHANGESत्रिभाषी वस्तुएँ, और वह क्रम जो कभी नहीं बदलता
These are the things the travelling public reads, so all three languages appear on them.
- THE ITEMSSTATION AND OFFICE NAME BOARDS. SIGN BOARDS. DESIGNATION BOARDS. FORMS USED BY THE PUBLIC. STATION ANNOUNCEMENTS. COACH ROOF BOARDS. TRAIN PANEL BOARDS. And INVITATIONS.
- THE ORDER, WHICH IS FIXEDREGIONAL LANGUAGE first, then HINDI, then ENGLISH. Always in that sequence. The order is asked on its own, so learn it as a sequence and not as a set of three languages. And see that the REGIONAL language comes FIRST. That is deliberate. The board is there for the person standing in front of it. In his own State, his own language is the one he reads fastest.
- A FORM THAT GOES BOTH WAYSA FORM USED BY THE PUBLIC is trilingual. A form used ONLY INSIDE the office is bilingual. So the same word, form, gives you two different answers, depending on who fills it in. That is the public test doing its work.
- वस्तुएँस्टेशन और कार्यालय के नाम-बोर्ड। साइन बोर्ड। पदनाम बोर्ड। जनता के काम आने वाले फार्म। स्टेशन उद्घोषणाएँ। डिब्बों के छत-बोर्ड। गाड़ी के पैनल बोर्ड। और निमंत्रण पत्र।
- क्रम, जो नियत हैपहले क्षेत्रीय भाषा, फिर हिंदी, फिर अंग्रेजी। हमेशा इसी क्रम में। क्रम अपने आप में पूछा जाता है, इसलिए इसे तीन भाषाओं के समूह की तरह नहीं, एक क्रम की तरह सीखिए। और देखिए कि क्षेत्रीय भाषा पहले आती है। यह जान-बूझकर है। बोर्ड उसी आदमी के लिए है जो उसके सामने खड़ा है। अपने राज्य में वह अपनी भाषा ही सबसे तेज पढ़ता है।
- एक फार्म, जो दोनों तरफ जाता हैजनता के काम आने वाला फार्म त्रिभाषी है। केवल कार्यालय के भीतर चलने वाला फार्म द्विभाषी है। यानी वही एक शब्द, फार्म, आपको दो अलग उत्तर देता है, इस पर कि उसे भरता कौन है। यह जनता वाली कसौटी अपना काम कर रही है।

THE BILINGUAL ITEMSद्विभाषी वस्तुएँ
These stay inside the office, so Hindi and English are enough. The list is long, and a question usually gives you one item and asks which category it falls in.
- THE ITEMSNAME BADGES. SUBJECTS WRITTEN ON FILES AND REGISTERS. RUBBER STAMPS. STANDARD FORMS NOT USED BY THE PUBLIC. MANUALS AND CODES. LETTER HEADS AND VISITING CARDS. TRAIN TIME TABLES. INSCRIPTIONS ON GOVERNMENT VEHICLES, WALLS AND FURNITURE. NAME BOARDS ON CONFERENCE TABLES. MINUTES AND AGENDA NOTES. TENDER NOTICES AND ADVERTISEMENTS IN NEWSPAPERS. And RESERVATION CHARTS. Two entries on that list need a second look from you. They seem to fail the public test, and yet they are bilingual.
- TENDER NOTICES AND NEWSPAPER ADVERTISEMENTSThese are read outside the office. But they are addressed to contractors and firms who deal with the Government, not to the travelling public. So they follow the office rule.
- RESERVATION CHARTS AND TRAIN TIME TABLESPassengers read both, and both are still bilingual. Learn these two as named exceptions. Do not try to argue them from the test, because a question will use them for exactly that reason.
- वस्तुएँनाम-पट्टिकाएँ। फाइलों और रजिस्टरों पर लिखे विषय। रबर की मुहरें। जनता के काम न आने वाले मानक फार्म। नियम-पुस्तिकाएँ और संहिताएँ। लेटर हेड और विजिटिंग कार्ड। गाड़ियों की समय-सारणी। सरकारी वाहनों, दीवारों और फर्नीचर पर लिखे शब्द। सम्मेलन मेजों के नाम-बोर्ड। कार्यवृत्त और कार्यसूची टिप्पणियाँ। निविदा सूचनाएँ और समाचार पत्रों के विज्ञापन। और आरक्षण चार्ट। इस सूची की दो प्रविष्टियों को आप दोबारा देखिए। ये जनता वाली कसौटी पर खरी नहीं उतरतीं, फिर भी द्विभाषी हैं।
- निविदा सूचनाएँ और समाचार पत्रों के विज्ञापनये कार्यालय के बाहर पढ़े जाते हैं। पर ये ठेकेदारों और उन फर्मों के लिए हैं जो सरकार से काम करती हैं, सफर करने वाली जनता के लिए नहीं। इसलिए इन पर कार्यालय वाला नियम चलता है।
- आरक्षण चार्ट और गाड़ियों की समय-सारणीइन दोनों को यात्री पढ़ते हैं, फिर भी दोनों द्विभाषी हैं। इन दोनों को नाम लेकर अपवाद की तरह सीखिए। इन्हें कसौटी से सिद्ध करने की कोशिश मत कीजिए, क्योंकि प्रश्न इन्हें ठीक इसी कारण उठाएगा।

THREE ITEMS WITH RULES OF THEIR OWNतीन वस्तुएँ, जिनके अपने नियम हैं
Beyond the two lists, three things carry a prescribed layout, and each is asked by name.
- COACH ROOF BOARDS — EQUAL PROPORTIONAll three languages must be displayed in EQUAL PROPORTION. No language may be given more space than another. The reason is worth writing in your answer. A board on the roof of a coach is read at a glance from a platform. Suppose one language were given half the board and the other two shared the rest. The smaller ones would be unreadable at that distance. A passenger who needs them would be no better off than if they were not there at all.
- RUBBER STAMPS — ONE LINE EACH, HINDI ON TOPA rubber stamp is made bilingual in a particular way. ONE LINE IN HINDI and ONE LINE IN ENGLISH, with HINDI ON TOP. The layout is prescribed. The office does not decide it.
- TELEPHONE DIRECTORIES — DIGLOT FORMPrepared in DIGLOT form, that is Hindi and English TOGETHER IN ONE VOLUME. You met the word DIGLOT in Rule 11 of the Official Language Rules, where manuals and codes carry the same requirement. It is the same idea here, and the same word is asked.
- डिब्बों के छत-बोर्ड — बराबर अनुपाततीनों भाषाएँ बराबर अनुपात में दिखनी चाहिए। किसी भाषा को दूसरी से ज्यादा जगह नहीं दी जा सकती। कारण अपने उत्तर में लिखने लायक है। डिब्बे की छत का बोर्ड प्लेटफार्म से एक नजर में पढ़ा जाता है। मान लीजिए एक भाषा को आधा बोर्ड दे दिया जाए और बाकी दो बचा हुआ आपस में बाँट लें। तब छोटी वाली उस दूरी से पढ़ी ही नहीं जाएँगी। जिस यात्री को उनकी जरूरत है, उसके लिए वे न होने के बराबर हो जाएँगी।
- रबर की मुहरें — एक-एक पंक्ति, हिंदी ऊपररबर की मुहर एक खास ढंग से द्विभाषी बनाई जाती है। एक पंक्ति हिंदी में और एक पंक्ति अंग्रेजी में, हिंदी ऊपर। बनावट निर्धारित है। कार्यालय इसे तय नहीं करता।
- टेलीफोन निर्देशिकाएँ — डिग्लॉट रूपये डिग्लॉट रूप में बनती हैं, यानी हिंदी और अंग्रेजी एक ही खंड में साथ-साथ। डिग्लॉट शब्द आप राजभाषा नियमों के नियम 11 में मिल चुके हैं, जहाँ नियम-पुस्तिकाओं और संहिताओं पर यही अपेक्षा है। यहाँ भी वही विचार है, और वही शब्द पूछा जाता है।
